RECOMMENDED ACTION:
Introduce Ordinance No.
Celinda Drive to its westerly terminus.
ITEM EXPLANATION:
Afton Way is a 32-foot wide local street that dead ends and serves as access to one single-family
residence located at its terminus. The road is about 180 feet in length with curb and gutter on both
sides and sidewalk only on the south side of the street. There are no driveways that intersect
Afton Way. A "T" intersection is established where Afton Way intersects Celinda Drive. Afton Way is
located immediately south of Carlsbad Village Drive on the west side of Celinda Drive in the
single-family neighborhood of Brentwood Heights.
Afton Way is often used for on-street parking by drivers that choose to not park on Celinda Drive.
However, there is no adequate turnaround or cul-de-sac provided at the end of Afton Way and drivers
must negotiate a three-point turn to return to Celinda Drive. Pursuant to City standards, a 32-foot wide
street can only accommodate parking on one side. The narrow street, combined with an inadequate
turnaround, results in Afton Way being a candidate street to have parking prohibited on each side.
A no parking zone on Afton Way will displace those vehicles that currently use Afton Way for on-street
parking to Celinda Drive.
The Traffic Safety Commission considered this matter at their meeting of March 3, 2008. A letter was
received by the property owner at the end of Afton Way supporting the no parking zone that was
entered into the record. At the Commission meeting, three residents of the Brentwood Heights
subdivision spoke in favor of implementing a no parking zone on Afton Way. By a 4-0 vote, the Traffic
Safety Commission recommended that there be no parking allowed on both sides of Afton Way.
ENVIRONMENTAL IMPACT:
The installation of an official traffic control device is a project that is a Class 1 categorical exemption
(minor alteration of existing structure or facility) and is exempt from the environmental review process
under the provisions of the California Environmental Quality Act (CEQA), section 15301(c).
FISCAL IMPACT:
Installing six No Parking Anytime signs will cost about $750. Sufficient funds are available in the
Public Works Streets Department budget.
