Receive a presentation from Jeanne Frommelt, Daniel Conway and Eugene Adan.
ITEM EXPLANATION:
The City Council provides an opportunity for citizens and organizations to have an item placed
on a City Council Agenda by submitting a letter to the City Manager. Attached is a letter from
Daniel Conway, on behalf of the Brentwood Heights Homeowners Association, requesting the
opportunity to make a presentation to the City Council regarding a request to limit parking on a
portion of Celinda Drive and area streets.

Dear Ms. Hildabrand,
In the absence of our President, Jeanne Frommelt, I am writing on behalf of the
Brentwood Heights Homeowners Association to request the inclusion on the Agenda of
the City Council an item related a new ordinance to establish parking restrictions in the
streets of Brentwood Heights.
The problems of Noise, Crime, Sexual Activities in Automobiles, Pollution of the Storm
Water System and Trash in our streets, all related to vehicles that do not belong to
residents of Brentwood Heights but which are parked overnight in our neighborhood's
streets on a regular and continuing basis, was placed before the City Council by our
President, Jeanne Frommelt, and I at the Council's meeting of 15 January 2008. The
Council expressed the wish that this subject be placed on a future Agenda for Council
consideration.
The Board of Directors of the Brentwood Heights Homeowners Association subsequently
met on 6 February to discuss the matter, taking into account statements by the Mayor and
the Traffic Engineer that banning overnight parking at the northern end of Celinda Drive
and on Afton Way and Kimberly Court might simply displace the problems further south
into our neighborhood, and that a comprehensive solution to the problems should be
sought. The Board of Directors supported the idea of a comprehensive solution to avoid
moving the problems now at the northern end of our neighborhood to other areas in
Brentwood Heights.
On 10 March, after further consultations with City officials, the HO A sent a letter to all
Brentwood Heights residents informing them of the problems at the northern end of our
neighborhood, and informing them that the City Council may decide to ban overnight
parking on Brentwood Heights streets, and ban all parking on both side of Afton Way.
The letter stated that the HOA Board of Directors "believe that the No Overnight Parking
solution will help those currently dealing with the problems ... and prevent the problems
from moving to other areas in Brentwood Heights."
This letter is being sent on behalf of the Board of Directors of the Brentwood Heights
Homeowners Association to request formally the inclusion of the following on the City
Council's Agenda:
An ordinance to establish the following parking restrictions on the indicated streets:
• A ban on all parking, day and night, on both sides of Afton Way, either by
painting curbs red as approved unanimously by the Transportation Safety Commission, or
by the installation of "No Parking At Any Time" signs;
• Installation of "No Parking, Midnight to 5 AM" signs on the following
Brentwood Heights streets:
a both sides of Celinda Drive from its intersection with Carlsbad
Village Drive to the end of Brentwood Heights, the last houses in
Brentwood Heights being 3481 Celinda Drive (west side) and 3482
Celinda Drive (east side);
a both sides of Kimberly Court;
a both sides of Shawn Court;
a both sides of Dana Court.
The Board of Directors of the Brentwood Heights Homeowners Association is preparing
a second letter to all residents in our community, informing them of the date and time that
the City Council will consider this item when it is placed on the City Council Agenda.

Subject: Restricted Parking on Celinda Drive

I applaud the Brentwood Heights Homeowners Association and the City of Carlsbad for
their effort in restricting parking on Celinda Drive, Kimberly Court, Shawn Court, and
Dana Court. I live south of this area so we will not be in the restricted zone. I just hope
it does not cause people to migrate into our area to park. I believe Celinda Drive is one
of the best maintained streets in Carlsbad where people take pride in their yards and
homes.
