RECOMMENDED ACTION:
Council adopts Resolution No. 2008-108 accepting FY 2007 Homeland Security Grant
Program (HSGP) funds to reimburse costs associated with the start up of Carlsbad's
Community Emergency Response Team (CERT) Program.
ITEM EXPLANATION:
A core mission of the federal Department of Homeland Security (DHS) is to assist State and
local governments prepare, prevent and respond to disasters. DHS's Homeland Security Grant
Program (HSGP) is the primary funding mechanism for building national preparedness
capabilities. HSGP is comprised of five separate grant programs, one of which is the Urban
Area Security Initiative (UASI). UASI grant programs are administered by the San Diego urban
area core city, the City of San Diego. The FY 2007 HSGP has a three year performance period
during which the funds must be spent. Council has previously approved accepting prior fiscal
year UASI grant funds (at that time requested for first responder training and equipment) by
adopting Resolution No. 2205-011.
Although administered by the City of San Diego, the distribution of UASI funds used for
Community Emergency Response Team (CERT) support is determined by the San Diego
County CERT Council, a subcommittee of San Diego County's Unified Disaster Council (UDC),
formed under a Joint Powers Agreement, of which the City of Carlsbad is a member. The San
Diego CERT Council has authorized up to $10,000 per jurisdiction in past years to cover CERT
program start ups. On March 13, 2008 the CERT Council authorized $10,000 for
reimbursement of Carlsbad CERT Program start up costs if and when a CERT Program is
approved by Carlsbad's City Council. Currently the $10,000 is identified to cover CERT-related
equipment and supplies but can be reallocated for other program costs such as CERT instructor
reimbursement. The FY 2007 HSGP Guidelines define allowable expenditures. No matching
funds are required for the UASI Grant.
FISCAL IMPACT:
UASI grant-related purchases are 100% reimbursable. The availability of $10,000 from UASI
grant funds to cover CERT start up costs is a one time opportunity. Staff requests that the City
Council appropriate $10,000 to the Emergency Preparedness Budget for the UASI Grant.

The General Fund will be reimbursed upon completion of the UASI Grant. It is anticipated that
all expenditures and reimbursements associated with the FY 2007 grant will be completed
before the close of FY 2009-10. Direct program sustainment costs are variable but would likely
be $10,000 to $12,000 per year starting in FY 2009-10. However, grant funds are not currently
available to fund additional years of the CERT Program. As such, the CERT Program costs will
be absorbed within the existing Fire Department Emergency Preparedness Program budget
beginning in FY 2009-10.
ENVIRONMENTAL IMPACT:
This activity is not a project and is therefore not subject to State CEQA pursuant to State CEQA
Guidelines Section 15060(c)(2).

WHEREAS, the Carlsbad Fire Department is eligible to receive Federal grant
7
funds through the Homeland Security Grant Program (HSGP), of which the Urban Area8
Security Initiative (UASI) grant is a part, for disaster preparedness. The total amount of
10 the grant is $10,000.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
12 Carlsbad, California, as follows:
13 1. The above recitations are true and correct.

2. The Federal grant funds for UASI require no matching funds. Since all
15
grant-related purchases and training are 100% reimbursable, the City shall incur no
16
costs in FY 2008-09. The City shall incur yearly sustainment costs of approximately
$12,000 to be absorbed by the Fire Department General Fund Budget starting in FY
19 2009-10.

3. The Finance Director is authorized to appropriate $10,000 from the

General Fund to the Fire Department's Emergency Preparedness Budget for UASI
23 Grant-related purchases and training. Upon completion of the UASI grant-related
24 purchases and training, the General Fund will be reimbursed by the grant.
