RECOMMENDED ACTION:
Adopt Resolution NO. 2008-110 approving out-of-state travel request from the
Communications Department for Sue Irey, Community Volunteer Coordinator, to attend the
2008 Points of Light National Conference on Volunteering and Service to be held May 31 -
June 4, 2008 in Atlanta, Georgia.
ITEM EXPLANATION:
There will be trainings on Community-Based Programs, Advanced Volunteer Management,
and New Trends in Volunteering. Also, Sue Irey is Past President of the National
Association of Volunteer Programs in Local Governments (NAVPLG). NAVPLG is having
their annual meeting and Board elections at this conference.
The POL Conference schedule is based on the federal government's fiscal year calendar
that runs from October 1 - September 30. The 2007 conference was held in July, 2007. The
2008 conference is being held in June, 2008. Staff is requesting to be sent to one
conference per year, although the 2007 and 2008 conferences happened to fall within the
same fiscal year for the City of Carlsbad.
FISCAL IMPACT:
The total cost is $2,075.00 based on the following expenses:
Conference Registration - $475
Airfare - $300
Food - $500
Lodging for 5 nights- $800
EXHIBITS:
1. Resolution No. 2008-110 approving and authorizing out-of-state travel to Atlanta,
Georgia to allow the Community Volunteer Coordinator to attend the national Points of Light
Conference on Volunteering and Service.

COORDINATOR TO ATTEND THE NATIONAL POINTS OF

WHEREAS, the Community Volunteer Coordinator will be able to receive training and
information that will increase her ability to involve volunteers to enhance the programs and
services of the City of Carlsbad, and

12 WHEREAS, the Community Volunteer Coordinator, Past President of the National
Association of Volunteer Programs in Local Government (NAVPLG), will be able to attend the
14 NAVPLG annual meeting to be held at the Points of Light Conference, and

WHEREAS, the City Council is enhancing their goal to involve volunteers by allowing

staff to learn about the latest trends in the field of volunteer management, and

20 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
21 California, as follows:
22 i. That the above recitations are true and correct
23 2. That out-of-state travel is hereby authorized in accordance with City policy, for the

Community Volunteer Coordinator to attend the 2008 Points of Light Conference on

Volunteering and Service.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 15th day of April, 2008, by the following vote to wit:
AYES: Council Members Lewis, Kulchin, Hall, Packard and Nygaard.
