Jx^-— RECOMMENDED ACTION: Adopt Resolution No. 2008-117 approving plans and specifications and authorizing the City Clerk to advertise for bids for the construction of the traffic signal at Calle Barcelona and Paseo Avellano, Project No. 6306-1. ITEM EXPLANATION: The City of Carlsbad Traffic Signal Evaluation Policy is prepared bi-annually. This policy is used to identify and evaluate future traffic signal locations in the city and is based on the State of California Department of Transportation criteria known as the California Manual on Uniform Traffic Control Devices Traffic Signal Warrants. The intersection of Calle Barcelona and Paseo Avellano was ranked #8 on the Traffic Signal Qualification List of the 2006 Traffic Signal Evaluation Policy that was approved by the City Council on March 7, 2006. The intersection met Caltrans Traffic Signal Warrant #6. This project was approved in the 2007/2008 Capital Improvement Program for design and construction. Plans and specifications to construct the traffic signal at the intersection of Calle Barcelona and Paseo Avellano have been completed. ENVIRONMENTAL IMPACT: This project is a Class 1 categorical exemption (minor alteration of existing structure or facilities) and is, therefore, exempt from the environmental review process under provisions of the California Environmental Quality Act (CEQA), Section 15301 (c). A Notice of Exemption has been issued by the Planning Director. FISCAL IMPACT: Funding for this project is available in the General Capital Construction fund. The estimated funds needed to complete the project are $206,514. PROJECT NO. 6306-1. 6 WHEREAS, the City Council of the City of Carlsbad, California, has determined it 7 necessary, desirable, and in the public interest to construct a traffic signal at the intersection of 8 Calle Barcelona and Paseo Avellano; and 9 WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, 10 equipment, transportation, and other expenses necessary or incidental of said project have been 11 prepared and are on file in the Engineering Department of the City of Carlsbad and are 12 incorporated by reference herein; and 13 WHEREAS, said project was included in the 2007/2008 Capital Improvement Program; 14 and 15 WHEREAS, the General Capital Construction fund includes sufficient funds to construct 16 this project. 17 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, 18 California, as follows: 19 1. That the above recitations are true and correct. 20 2. That the plans, specifications and contract documents on file in the Engineering 21 Department of the City of Carlsbad are hereby approved. 22 3.
