Vf RECOMMENDED ACTION: City Council adopt Resolution No. 2008-124 approving the US Department of Justice FY 2007 Edward Byrne Memorial Discretionary Grants Program through the San Diego County Sheriffs Department, and appropriating funds to conduct joint gang-related crime suppression operations in North County. ITEM EXPLANATION: The County of San Diego received funds from the US Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, under the FY 2007 Edward Byrne Memorial Discretionary Grants Program. The funding will support the North County Gang Enforcement Collaborative, an agreement between the County of San Diego and the cities of Carlsbad, Escondido, and Oceanside, the California Highway Patrol and the San Diego Association of Governments. The goal of this grant is to support an intelligence-led, data-driven, multi-agency, multi-jurisdictional partnership to respond to violent crime and gangs. The grant funds overtime costs to conduct at least 24 suppression operations and 2 trainings through March 31, 2009. The cost for Carlsbad is estimated to be $70,722. FISCAL IMPACT: The overtime costs of $70,722 for at least 24 suppression operations and 2 trainings through March 31, 2009 are fully funded by the Edward Byrne Memorial Discretionary Grants Program through the County of San Diego. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065 and CEQA Guideline section 15738, this does not constitute a "project" within the meaning of CEQA and therefore, does not require an environmental review. That the above recitations are true and correct. 22 2. That the Police Chief is authorized to execute all appropriate agreements with 23 the County of San Diego for receipt of the subject grant funds, as well as any 24 required reports and/or final statements. 25 3.
