AUTHORIZATION TO APPROPRIATE FUNDS FOR A
TRAFFIC SIGNAL AT FARADAY AVENUE AND

RECOMMENDED ACTION:
Adopt Resolution No. 2008-126 authorizing the appropriation of funds for the construction of
the Faraday Avenue and Rutherford Road Traffic Signal, Project No. 6312-1.
ITEM EXPLANATION:
The City of Carlsbad Traffic Signal Evaluation Policy is prepared bi-annually and is used to identify
and evaluate future traffic signal locations in the City. The policy is based on the State of California
Department of Transportation criteria known as the California Manual on Uniform Traffic Control
Devices (MUTCD) Traffic Signal Warrants.
The intersection of Faraday Avenue and Rutherford Road was ranked #2 on the Traffic Signal
Qualification List of the 2008 Traffic Signal Evaluation Policy that was approved by the City Council on
March 18, 2008. The intersection met California MUTCD Traffic Signal Warrants #1, #2 and #3,
which are Eight-Hour Vehicular Volume, Four-Hour Vehicular Volume, and Peak Hour. This project
was approved last year in the Capital Improvement Program to be designed and constructed in
FY 2008-2009. To expedite design of the traffic signal by Transportation Division staff, it has been
requested that funds be appropriated in the current fiscal year.
ENVIRONMENTAL IMPACT:
This project is a Class 1 categorical exemption (minor alteration of existing structure or facilities)
and is, therefore, exempt from the environmental review process under provisions of the
California Environmental Quality Act (CEQA), Section 15301 (c). A Notice of Exemption has been
issued by the Planning Director.
FISCAL IMPACT:
The project is currently programmed in the FY 2008-2009 Capital Improvement Program to be
considered for City Council approval in June 2008. Based on this traffic signal's ranking,
staff recommends moving the funds for design and construction forward to Fiscal Year 2007-2008 and
appropriating $190,000 from the Gas Tax Fund to Project No. 6312-1. Sufficient funds are currently
available in the Gas Tax Fund to fully-fund this project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, AUTHORIZING THE APPROPRIATION OF
FUNDS FOR THE CONSTRUCTION OF THE FARADAY AVENUE AND
4 RUTHERFORD ROAD TRAFFIC SIGNAL. PROJECT NO. 6312-1.
5 WHEREAS, the City Council of the City of Carlsbad, California, has determined it
6 necessary, desirable, and in the public interest to design and construct a traffic signal at the
7 intersection of Faraday Avenue and Rutherford Road; and
8 WHEREAS, the City Council of the City of Carlsbad, California, has determined it
9 necessary and in the public interest to move the project forward in the Capital Improvement
10 Program from FY 2008-2009 to FY 2007-2008 and appropriate the necessary funds; and
11 WHEREAS, the Gas Tax Fund currently includes sufficient funds to move this project
12 forward.
13 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
14 California, as follows:
15 1. That the above recitations are true and correct.
16 2. That the Finance Director is authorized to appropriate $190,000 in Gas Tax
17 Funds to the Faraday Avenue and Rutherford Road Traffic Signal, Project No. 6312-1.
