RECOMMENDED ACTION:
Adopt Resolution No. 2008-130 approving plans and specifications and authorizing the
City Clerk to advertise to receive bids for the Vista/Carlsbad Interceptor Sewer, Reaches VC13-VC15
Manhole Rehabilitation, Project No. 3949.
ITEM EXPLANATION:
The Vista/Carlsbad (V/C) Interceptor Sewer was constructed in 1965 and is jointly-owned by the
City of Vista and the City of Carlsbad. The alignment, approximately eight miles in length within the
City of Carlsbad, extends from just west of the intersection of College Boulevard and Highway 78 to
the Encina Water Pollution Control Facility (Encina).
The V/C interceptor sewer is divided into reaches numbered VC1 through VC16. Reaches VC1
through VC11A have been replaced or rehabilitated in recent years, with the exception of the Buena
Vista Force Main (Reach VC4), which is currently in design for replacement. The City has recently
completed a study to investigate alternatives and develop a design concept to replace Reaches
VC11B through VC15 because of their undersized capacity and/or deteriorated condition.
The preferred design concept includes replacement of the trestle bridge across Agua Hedionda
Lagoon with a new concrete bridge (VC11B), and construction of a new lift station approximately
50-feet east of the current facility with a new force main (VC12). The pipeline in Reaches VC13
through VC15 is in good condition but undersized for future flows. The preferred design for these
lower reaches includes constructing a parallel gravity pipeline and continuing to utilize the existing
Reaches VC13 through VC15. Together the parallel pipelines will provide capacity for the ultimate
future flows. The existing gravity interceptor sewer will also maintain existing sewer connections.
While the PVC lined pipeline was found to be in good condition, a total of 27 manholes in Reaches
VC13 through VC15 are severely corroded and require immediate attention. In consideration of the
significant environmental permitting and coordination issues for the bridge, lift station and new
pipeline, construction of the new improvements is expected to occur no earlier than January 2010.
The manhole rehabilitation portion of the project has, therefore, been separated into its own
construction contract in an effort to expedite the improvements and eliminate the risk of a manhole
failure.
City staff has prepared plans and specifications for the rehabilitation of 27 existing manholes on
Reaches VC13 through VC15. The project drawings and contract documents are on file in the
Public Works-Engineering Department. The manhole improvements are consistent with the City's
2003 Sewer Master Plan. Staff recommends approving the plans and specifications and authorizing
the City Clerk to advertise for bids for the Vista/Carlsbad Interceptor Sewer, Reaches VC13-VC15,
Manhole Rehabilitation, Project No. 3949.

A Notice of Exemption was filed on June 1, 2007 for EA 07-01-Vista-Carlsbad Interceptor Sewer
Reaches 11B-15 Access Hole Replacement, in compliance with Section 21152b of the Public
Resources Code (California Environmental Quality Act) by the City of Carlsbad's Assistant Planning
Director.

*Vista's share of Total Project Cost is $274,276 and Carlsbad's share is $193,108.
Sufficient funds are available for the completion of the manhole rehabilitation construction.
The remaining funds will be applied to the new interceptor sewer improvements. The total amount
budgeted in the Capital Improvement Program for all project costs for Reaches VC11B-VC15 and the
lift station replacement is approximately $38.5 million. All project-related costs will be shared between
the City of Carlsbad and the City of Vista as described in an existing agreement for ownership,
operation, and maintenance between the two cities. Carlsbad's cost share of the project is funded
from the Sewer Connection Fee Fund.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

6 WHEREAS, the City Council of the City of Carlsbad, California, desires to rehabilitate
7 27 existing manholes in Reaches VC13 through VC15 in the Vista/Carlsbad Interceptor Sewer in
8 conformance with the Sewer Master Plan; and
9 WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
10 equipment, transportation, and other expenses necessary or incidental to the Vista/Carlsbad
11 Interceptor Sewer Reaches VC13-VC15 Manhole Rehabilitation, Project No. 3949, have been
12 prepared and are on file in the Public Works-Engineering Department of the City of Carlsbad and
13 are incorporated herein by reference; and
14 WHEREAS, a Notice of Exemption was filed on June 1, 2007 in compliance with Section
15 21152b of the Public Resources Code (California Environmental Quality Act) by the City of
16 Carlsbad's Assistant Planning Director; and
17 WHEREAS, funds in the Sewer Connection Fee Fund are sufficient for the project.
18 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
19 California, as follows:
20 1 • That the above recitations are true and correct.
21 2. That the plans, specifications, and contract documents for the Vista/Carlsbad
22 Interceptor Sewer Reaches VC13-VC15 Manhole Rehabilitation, Project No. 3949, are on file in
23 the Public Works-Engineering Department of the City of Carlsbad and are hereby approved.
24 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
25 in accordance with state law, a Notice to Contractors Inviting Bids for the construction of the
Vista/Carlsbad Interceptor Sewer Reaches VC13-VC15 Manhole Rehabilitation, Project No. 3949,
in accordance with the plans, specifications, and contract documents referred to herein.
