( ^ RECOMMENDED ACTION: Adopt Resolution No. 2008-131 authorizing the purchase of a Closed Circuit Television Sewer Inspection Van from Cues West, Inc. ITEM EXPLANATION: The 2007-08 Wastewater Operations Capital Outlay Budget includes $162,000 for purchase and outfitting of a closed circuit television sewer inspection van. This unit will assist the Wastewater Operations Division in the sewer line inspection program, a requirement of the State Water Quality Control Board. The new sewer line inspection van will become a permanent part of the Wastewater Operations Division fleet. Its primary function will be to provide State of California, Waste Discharge Requirements sewer main line inspection, as well as follow up inspection to sewer main line problems. In accordance with Section 3.28.050 of the Municipal Code, the City Clerk published a Notice Inviting Bids and bid packages were mailed to 4 vendors. On March 25, 2008, three (3) responsive bids were received, opened, witnessed, and recorded. The bids ranged from $149,773 to $176,863. In accordance with the Municipal Code, a best value evaluation was completed. The bids were evaluated by staff for cost, responsiveness to specifications, ability to provide service/repairs, delivery schedule, and any unspecified value-added offerings. The bid submitted by Cues West, Inc. was determined to be the best value. This bid totaled $149,773, including sales tax and documentation fees. Staff did not consider rental as a viable option due to the fact that the Wastewater Operations department has a recurring need to operate this vehicle on a daily basis. Staff also does not recommend attempting to lease a vehicle, because our previous analysis has shown that it is not economically advantageous to the City to enter long term leases for capital equipment of this type. That the above recitations are true and correct. 2.
