ENG APPROVAL OF PLANS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF EL CAMINO REAL 24-INCH TRANSMISSION MAIN, FLOW CONTROL STATION, WIDENING NORTH OF COUGAR DRIVE, MEDIAN IMPROVEMENTS, PAVEMENT OVERLAY AND CONCRETE REPLACEMENT PROJECT NOS. 3843, 3920, 6001, AND 6013 DEPT. CITY MGR. ./ RECOMMENDED ACTION: Adopt Resolution No.2008-133 approving plans and specifications for the construction of Widening of El Camino Real North of Cougar Drive, Median Improvements, Pavement Overlay and Concrete Replacement, Project Nos. 3920, 6001, and 6013. Adopt Resolution No.1320 approving plans and specifications for the construction of El Camino Real 24-Inch Transmission Main and Flow Control Station, and authorizing the District's Secretary to the Board to advertise for bids for the construction of El Camino Real 24-Inch Transmission Main, Flow Control Station, Widening North of Cougar Drive, Median Improvements, Pavement Overlay and Concrete Replacement, Project Nos. 3843, 3920, 6001, and 6013. ITEM EXPLANATION: This project combines several projects along El Camino Real between Faraday Avenue and north of Cougar Drive into one project to be bid. The projects involve: • 24-Inch Transmission Main - This project replaces 2,000 feet of an existing 20-inch diameter steel pipeline that is currently in use with 24-inch diameter ductile iron pipeline between Cougar Drive and Faraday Avenue. Improvements to upgrade the existing pipeline in El Camino Real south of Faraday Avenue to Palomar Airport Road and north of Cougar Drive to Hosp Way have been completed. • Flow Control Station - This project replaces the existing Flow Control/Pressure Reducing Station that is placed between the 550 pressure zone and the 490 pressure zone. Currently, the existing Flow Control/Pressure Reducing Station is located within the roadway at the intersection of El Camino Real and Faraday Avenue. Access to the existing station requires traffic control and other safety issues to enter the below ground facility. The location of the new station will be outside of the roadway behind the sidewalk on the east side of El Camino Real a few hundred feet north of Faraday Avenue. This location will greatly improve the flow control station access for water district maintenance personnel. • Pavement Overlay - The Pavement Overlay is part of the City's ongoing annual Pavement Management Program. The overlay has been completed on El Camino Real to the north and south of the project. For the subject project, the overlay is for the northbound lanes only. The southbound lanes were overlayed in 2004. • Concrete Repair - This project replaces damaged concrete curb, gutter, sidewalk and one driveway within the project limits on El Camino Real. The widening will consist of construction of the outside travel lane, bike lane, and parkway improvements consistent with the Prime Arterial street classification and completes the three northbound lanes on El Camino Real between Faraday Avenue and College Boulevard. All property acquisitions required for the project (three easements) have been completed and recorded with the County Recorder's office. The project was also presented to the Planning Commission on April 18, 2007 and approved with conditions through Special Use Permit 06-15. • Median Improvements - This project replaces the concrete median located on the north side of the intersection of El Camino Real and Faraday Avenue with pavement to increase the length of the left-turn lanes serving southbound El Camino Real to eastbound Faraday Avenue. Upon opening of Faraday Avenue between Melrose Drive and Orion Street in October 2007, the traffic volumes increased significantly for this traffic direction. This extension of the dual left-turn lanes will accommodate the additional vehicles turning left and minimize blocking through traffic in the southbound number 1 lane. Staff determined that combining these projects into one bid package will reduce overall costs, will limit the duration of the overall construction activities, provide more efficient operation, and minimize the impact to the traveling public as compared to implementing the projects separately on an individual basis. Cost sharing details between the City of Carlsbad and CMWD will be finalized prior to the award of contract. ENVIRONMENTAL IMPACT: As this construction project is a composition of individual projects into one bid package, various environmental evaluations have been performed to determine the impacts of the different activities that this project encompasses. The environmental findings for this project are as follows: • 24-inch Transmission Main - This project is a replacement of an existing facility and is categorically exempt from the environmental review process under Section 15302 (c) of the California Environmental Quality Act (CEQA). • Flow Control Station - This project is a small structure addition for a public water main and, therefore, is categorically exempt from the environmental review process under 15303 (d) of CEQA. • Pavement Overlay - This project is a repair of a public facility and, therefore, is categorically exempt from the environmental review process under Section 15301 (c) of CEQA. • Concrete Repair- This project is a repair of a public facility and, therefore, is categorically exempt from environmental review per Section 15301 (c) of CEQA. • Widening North of Cougar Drive - A Mitigated Negative Declaration as per Section 15063 of CEQA was prepared for this project. Mitigation measures have been incorporated into the plans and specifications. • Median Improvements - This project is minor alteration of an existing facility and, therefore, is categorically exempt from the environmental review process under Section 15301 (c) of CEQA. Page 3 FISCAL IMPACT: Several projects on El Camino Real are being simultaneously coordinated and constructed. A description of the estimated funding requirements is provided below: • Additional funds in the amount of $414,650 are anticipated to be needed to complete Project No. 3843 (ECR Transmission Main - Faraday to Cougar). The project was initially designed in 2003 and, because of property acquisition issues, could not proceed The property was acquired in late 2006. The funding for the project was not increased during the time the project was dormant. Also, the project needed to be redesigned to meet current standards. This, combined with increases in materials and labor costs, increased the total project budget where additional funding is required. Sufficient funds are available in the Water Capital Replacement Fund to accommodate the increased costs necessary to complete the project should additional funds be required. The additional funds may be requested at time of award of construction based on actual construction bids received. • Although the pavement overlay portion of this project is part of the Pavement Management Program (Project No. 6001), this street was not included in the 2008 calendar year pavement overlay project. As such, additional funds in the amount $118,585 are anticipated to be needed to complete the pavement overlay required for this project. Sufficient funds are available in the TransNet Fund to complete the pavement overlay required for this project. The additional funds will be requested at time of award of construction based on the actual construction bids received. • Sufficient Gas Tax Funds are available for the Concrete Repair Program (Project No. 6013) to fund the $28,250 in estimated costs necessary to complete the concrete repairs required for this project. Any remaining funds will be applied towards future projects in the Concrete Repair Program. • Additional funds in the amount of $266,300 are anticipated to be needed to complete Project No. 3920 (Widening North of Cougar Drive) due to increases in materials and labor costs and the addition of median improvements. Sufficient funds are available from Proposition 42 funds to accommodate the increased costs and scope of work necessary to complete the project. The additional funds may be requested at time of award of construction based on actual construction bids received. Also, the project initially consisted of a much broader project that included widening El Camino Real at two locations, north of Cougar Drive and south of Rancho Carlsbad Drive. The preliminary design was completed for both locations. However, the location south of Rancho Carlsbad Drive was removed from the final project. The design costs for the project include the preliminary design of both locations, final design of the north of Cougar Drive location, geotechnical and environmental analysis, right-of-way acquisition, and special use permit preparation. All these costs are included as the design cost item in the subsequent table.
