[y— RECOMMENDED ACTION: Adopt Resolution No. 2008-137 receiving individual in-kind donations of products totaling the fair market value of one thousand seven hundred fourteen dollars (1,714) in support of the January 26, 2008, Teen Scene: Battle of the Bands event, and recommending acceptance by the City Council. ITEM EXPLANATION: On Saturday, January 26, 2008, the Recreation Department hosted the Teen Scene: Battle of the Bands teen event at Stagecoach Community Park from 11:00 a.m. - 4:00 p.m. There was an estimated attendance of over 600 people and participation from 34 teens in our Battle of the Bands competition, 26 teens in our art exhibit, and eight teens in our video game competition. This event featured the 5th annual Battle of the Bands competition where nine bands went head-to-head for the title of "Carlsbad 2008 Battle of the Bands Champion." The audience was also entertained with an electrifying demonstration by the Carlsbad Drum Corp. The event also highlighted the artistic talents of teens in an art cafe and game room where they displayed their school art projects and doodled on a graffiti wall that was provided by the Department. Another area for teens to show off their talent was in the video game room. The room consisted of two PS2 units dedicated to the Madden 2008 Football Tournament and two PS2 units dedicated to free-play where attendees could compete in Guitar Hero and Need for Speed. Finally, in order to assist in the teens being able to express themselves physically, several rounds of free-play dodge ball were coordinated throughout the event in the gym. Over 30 teens formed two teams to compete against each other during the 10-minute long game while 15-20 teens and parents cheered them on. The Recreation Department sought out donations for the prize packs for our Battle of the Bands Champion and Madden 2008 Champion. Several businesses supported the event with in-kind donations at a fair market value of one thousand seven hundred fourteen dollars ($1,714). DEPARTMENT CONTACT: Bonnie L. Letters of appreciation have already been sent on behalf of the Recreation Department and the City of Carlsbad to these organizations. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065 and CEQA Guidelines, this action does not constitute a "Project" within the meaning of CEQA and therefore, does not require an environmental review. Resolution No. 2008-137. authorizing acceptance of donation and appropriation in support of the 2008 Teen Scene: Battle of the Bands. 2. 2008 Teen Scene: Battle of the Bands donation listings. 1 RESOLUTION NO. 2008-137 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 CARLSBAD, CALIFORNIA, ACCEPTING DONATIONS OF $1,714 IN FAIR MARKET VALUE OF IN-KIND PRODUCTS IN SUPPORT OF THE 4 2008 TEEN SCENE: BATTLE OF THE BANDS. 5 WHEREAS, the 2008 Teen Scene: Battle of the Bands was held on Saturday,6 7 January 26, 2008 in Carlsbad; and 8 WHEREAS, the City Council wishes to accept the donations of in-kind products 9 totaling a fair market value of $1,714 in support of the 2008 Teen Scene: Battle of the Bands, a copy of which is attached to Agenda Bill as Exhibit 2 and made a part hereof in its entirety; and 12 WHEREAS, the City Council wishes to acknowledge the generosity and support 13 of community vendors and organizations that donated to this special event; and 14 WHEREAS, on April 21, 2008 the Parks and Recreation Commission received 15 in-kind products totaling a fair market value of $1,714 and recommends acceptance by16 the Council. 18 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 19 Carlsbad, California, the following: 20 1. That the above recitations are true and correct. 21 in in-kind products donations as itemized in Exhibit 2 to the Agenda Bill. 2.
