RECOMMENDED ACTION:
By minute motion, appoint Interim City Manager Lisa Hildabrand to the position of City
Manager.
ITEM EXPLANATION:
The position of Carlsbad City Manager has been vacant due to the retirement of former
City Manager Ray Patchett. At the City Council Closed Session Meeting of May 6, 2008,
Council concurred to appoint Ms. Hildabrand to the position of City Manager.
Following the formal appointment, the City Clerk will administer the Oath of Office to Ms.
Hildabrand.

the appointment of Ms. Hildabrand to the position of City Manager.

Subject: New City Manager
Hello everyone. Since the Mayor and City Council do not have access to email, the Mayor has asked that
I pass the following information along to the city staff.
Jim Elliott
To all City staff:
Hiring a City Manager is one of the few hiring decisions that the
City Council gets to make, and we are proud to announce that we
have selected Lisa Hildabrand as Carlsbad's City Manager.
We plan to officially appoint Lisa during the May 13 City Council
meeting.
Lisa has been serving as the Interim City Manager for the past 8
months, and we have been continually impressed with her steady,
thoughtful leadership. Lisa has the intellect, personality, and
enthusiasm to lead Carlsbad's staff through the challenging times
that lie ahead.
During her 15 years as Finance Director, Lisa has provided sound,
reliable leadership during both good times and bad, and we have
come to rely and trust her counsel.
The City Council believes she will provide the type of leadership
the City needs now and in the future. Lisa's appointment will
enable the City to continue its legacy of sound financial
management, stable leadership, and forward-thinking programs
and policies that have made Carlsbad great.
Our congratulations to Lisa.
