RECOMMENDED ACTION:
Accept a report from the Carlsbad Beach Preservation Committee.
ITEM EXPLANATION:
On June 6, 1986, the City Council adopted Resolution No. 8596 creating a permanent Beach Erosion
Committee, as well as outlining its function and roles. In recognition that the nature of coastal
awareness is shifting from strictly evaluating the effects of coastal erosion to a more encompassing
view of shoreline preservation, on May 6, 2003 the City Council adopted a resolution changing the
name of the Beach Erosion Committee to the Beach Preservation Committee. As outlined in
Resolution No. 8596, the main purpose of the Beach Preservation Committee is to serve in an
advisory capacity to the City Council and provide information, research, and support to the City on
beach erosion.
Each year, the Beach Preservation Committee discusses and approves its proposed annual
Goals and Objectives Program. The proposed Goals and Objectives Program emphasizes an
increased role in the promotion of beach nourishment activities, an expanded public education
program, and an improved relationship with the state with respect to the management of the coastal
environment. The Beach Preservation Committee wishes to report to the City Council the completion
of past work programs and describe future work efforts. The objective is to gain City Council support
to pursue various future programs and activities related to beach preservation in Carlsbad.
FISCAL IMPACT:
None
ENVIRONMENTAL IMPACT:
The report by the Carlsbad Beach Preservation Committee is not subject to the California
Environmental Quality Act (CEQA).

2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, CREATING AND ESTABLISHING
3 THE BEACH EROSION COMMITTEE.

5 WHEREAS, the City Council has deemed the existence of a
Beach Erosion Committee to be in the interest of the City; and
WHEREAS, said committee shall serve in an advisory
capacity to the City Council, and more particularly its BEACh
representative; and.
10 WHEREAS, the City Council has by motion decreed that this
11 committee shall remain in existence to render research activ-
12 ities, informational reports, and support to the City on beach
13 erosion topics.
14 i NOW, THEREFORE, BE IT RESOLVED by the City Council of the
15 City of Carlsbad, California, as follows:
16 1. That the above recitations are true and correct.
17 2. That the Beach Erosion Committee shall serve as an
18 advisory committee to the City Manager and City Council.
191 3. That the Beach Erosion Committee shall investigate and
20 report on topics or studies related to beach eroeion as
21 directed by the City Manager and City Coiujicil.
22 4. Committee shall be comprised of a maximum of seven (7)
23 members from the citizens of Carlsbad with a minimum of three
24 (3) active members plus two <2) City staff members to be
25 appointed from the Engineering and Planning Departments.
26 Maximum term for any member shall be four (4) years. Members

5. Committee members are expected to attend all
Meetings. Any member who misses three (3) meetings will be
replaced by a designated replacement to be selected by the City
Council.
6. Meetings will be held not less' than quarterly at the
10 City Council Conference Room from 6:00 to 8:00 P.M. or more
11 often at the request of the City Manager or BEACh
12 representative. All meetings are open to the public. The
13 agenda for each committee meeting will be prepared by the
14 Chairman of the committee. Agenda packets are to be
15 distributed in advance of each meeting.
16 7. A committee report will be submitted to the City
1' Council and the City Manager fallowing each meeting including
18 the committee minutes for that meeting.
19 8. Staff members shall be appointed by the City Manager
20 or hie authorized representative. Any fiscal budgetary
21 requirements shall be brought to the City Council for
22 approval.
23 9. Committee shall be a standing committee which may be
24 terminated by the City Council if it deems the existence of the
25 committee to be no longer necessary to the City government.
26 10. Members shall serve on a volunteer basis with
2? reimbursement for expenditures authorized in advance by the
28 City Manager.

WHEREAS, on June 10, 1986, the Carlsbad City Council adopted Resolution No. 8596

WHEREAS, the City Council has deemed the existence of a Beach Erosion Committee to

be in the interest of the City; and

WHEREAS, said Committee serves in an advisory capacity to the City Council; and

WHEREAS, the nature of coastal awareness is shifting from strictly evaluating the affects
10
of coastal erosion to a more encompassing view of shoreline preservation; and

WHEREAS, the Beach Erosion Committee is requesting that the City Council rename the
12
Committee to the Beach Preservation Committee; and
13
WHEREAS, the name change does not alter the duties, roles, or reporting responsibilities
14
of the Committee as outlined in Resolution No. 8596.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

California, as follows:

1. That the above recitations are true and correct.

2. That the City Council renames the Beach Erosion Committee to the Beach

GOALS & OBJECTIVES
MISSION STATEMENT:
It shall be the Mission of the City of Carlsbad Beach Preservation Committee to advise the City Council
and the City Manager on matters related to the protection and enhancement of the Carlsbad shoreline and
to study the best means to maintain beaches for the optimum enjoyment of the public.
GOAL 1 Develop and pursue beach nourishment and shoreline protection projects.
OBJECTIVES
• Actively participate in and monitor the efforts of SANDAG's Shoreline Preservation
Working Group and member cities to plan and implement the next Regional Beach
Sand Project.
• Apply the funds from the Agricultural Conversion Mitigation Fund to a future beach
nourishment project.
• Investigate and research various types of sand retention projects constructed nationally
and internationally.
• Pursue funding opportunities to purchase beach quality sand material for the Carlsbad
Opportunistic Sand Program.
• Investigate opportunities to obtain local, state and federal funding, including the Army
Corps of Engineers, for beach nourishment and sand retention projects.
• Monitor and improve sand quality as it relates to storm water runoff and urban
pollution, tobacco products and organic material including dog/pet waste.
GOAL 2 Ensure local, state, and federal representatives are engaged and working together on the
preservation, promotion, and funding of local beaches.
OBJECTIVES
• Meet with local, state and federal representatives to discuss the importance of the
local coastline from an environmental and economic standpoint. Emphasize the need
to continue supporting beach related activities such as beach replenishment, public
safety, maintenance activities and beach enhancements.
• Coordinate efforts with government agencies and citizen groups who are interested in
beach nourishment and shoreline protection.
• Monitor state and federal legislation that would provide funding for beach
nourishment and enhancement projects.

GOAL 3 Create and participate in public outreach opportunities.
OBJECTIVES
• Prepare and circulate a brochure to educate the public on the need for beach
preservation, the economic impact of the beach, and the role of individuals, groups
and legislators in maintaining this important resource.
• Present a PowerPoint presentation to local community groups such as the Carlsbad
Convention and Visitors Bureau, Carlsbad Chamber of Commerce, Carlsbad Village
business groups, service clubs, etc.
• Participate in community fairs and other public forums to increase awareness of the
beach and shoreline preservation efforts of the Beach Preservation Committee.
• Develop a Public Education Video on beach preservation and beach quality.
GOAL 4 Stay current on all activities related to shoreline erosion and beach nourishment.
OBJECTIVES
• Monitor the activities of the San Diego Association of Governments (SANDAG)
Shoreline Preservation Working Group, including offshore monitoring programs and
beach sand projects.
• Support and participate in the activities of the California Shore and Beach
Preservation Association (CSBPA) and other related organizations.
• Monitor and comment on future Encina Power Plant activities that may have an
impact on shoreline erosion including their annual and long-term program to dredge
the Agua Hedionda Lagoon. Make recommendations as to placement of the dredge
materials.
• Monitor future maintenance dredging of the Batiquitos Lagoon and encourage the
material to be placed on Ponto Beach.
• Monitor the development of the Buena Vista Lagoon Management Plan for the
potential of depositing the dredged sand on the local beaches.
