HEAD fa4 CITY ATTY. <@2 CITYMGR. /JLA— RECOMMENDED ACTION: Adopt Resolution No. 2008-153 accepting a Batting Cage Donation from the Carlsbad Softball Association (CSA). ITEM EXPLANATION: In September 2006, CSA submitted a proposal to construct a batting cage at Calavera Hills Community Park. The batting cage was constructed with the intention of increasing participant and spectator safety, and to enhance the amenities available to all who use the Calavera athletic fields. CSA generously offered to design, construct, and finance the entire project. Additionally, they volunteered to blend the new construction of the batting cage with the existing park surroundings by landscaping the project area with several species of trees including Pines, Camphors, Tipuanas, and Jacarandas (Exhibit 2). The work was completed by licensed contractors with required permits, approved plans and specifications, and proof of financial security. CSA coordinated its work with representatives from the Recreation, Parks Maintenance, and Building Departments to the sole satisfaction of the City. Staff is grateful for this opportunity to partner with CSA, and believes that having a batting cage at Calavera Hills Community Park will be an outstanding asset for the benefit of the entire community. FISCAL IMPACT: The Batting Cage materials including fencing, concrete, netting, and decomposed granite (DG) is valued at $13,025. The Landscaping is valued at $2,625. The fair market donation of $15,650 for the Batting Cage and Landscaping represents a savings to the City's General Fund. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15738, this action does not constitute a "project" within the meaning of CEQA and therefore, does not require an environmental review. That the above recitations are true and correct. 19 2.
