HEAD }M CITY ATTY. ^C CITY MGR. <& RECOMMENDED ACTION: That the City Council ADOPT Resolution No. 2008-155 . APPROVING Street Name Change 07-02, renaming Lupine Road to Sanderling Court. ITEM EXPLANATION: Project Applications SNC 07-02 Administrative Approvals Reviewed by and Final at Planning Commission To be reviewed - Final at Council X City staff is requesting City Council approval of a street name change to rename Lupine Road to Sanderling Court. The City is initiating the proposed street name change to ensure street name consistency and to eliminate confusion for emergency services and the general public. Along with ensuring street name consistency and eliminating confusion, the recommendation to rename Lupine Road to Sanderling Court is based on the facts that there are no existing structures, residences, or residential lots addressed off of Lupine Road. The proposed change would not inconvenience existing or future residents. Rancho La Cuesta subdivision (CT 72-34), originally approved in 1976, includes Lupine Road. Aviara Phase I, Unit C (CT 85-35), originally approved in 1987, includes Sanderling Court. A 150 foot SDG&E easement separates the two subdivisions and for many years only a gated, partially improved Lupine Road extended across the easement to connect to Sanderling Court. In 1995, City Council approved the use of a developer deposit to fully construct Lupine Road, remove the gate, and open Lupine Road to through traffic. After the removal of the gate, a street name change was never initiated. The proposed street name change conforms to all the requirements of the City Council's Street Naming and Addressing Policy No. 20, based on the following: 1. The name "Sanderling Court" does not conflict with other street names in the City since it already exists and Sanderling is the name of a bird common to Batiquitos Lagoon. The Police and Fire Departments have stated that, provided their emergency response maps and databases are updated, no emergency response concerns exist with the proposed street name changes, and, in fact the street name change will improve emergency response by eliminating confusion. 3. The proposed street name change does not exceed 16 letters and spaces, which is the maximum established in Policy No. 20. FISCAL IMPACT: Since the proposed street name change is City initiated, the City will bear the minimal costs associated with the replacement of a street name sign. ENVIRONMENTAL IMPACT: The renaming of streets is exempt from environmental review pursuant to Section 15301(g) - Existing Facility - of the State CEQA Guidelines. That all recitations are true and correct. 20 2.
