RECOMMENDED ACTION:
Adopt Resolution No.2008-170 to approve plans and specifications, and authorize
advertisement of bids, for Oak Avenue Sewer Replacement, Project No. 3927-1.
ITEM EXPLANATION:
The Oak Avenue Sewer Replacement includes abandoning an existing 6" sewer pipeline that is
located on private property along Oak Avenue between Washington Street and Lincoln Street,
installing a new 8" sewer pipeline in the public right of way, and extending the existing laterals to thenew sewer pipeline. Exhibit 1 shows the project location.
Plans and specifications have been completed for abandoning the existing 6" sewer pipeline andinstalling a new 8" sewer pipeline. The new pipeline will conform to the City's standard of having
public utilities within the public right of way. Also, it will prevent sewage overflow at this location due
to an undersized sewer line and over grown roots that invade the sewer line on the private property.
The existing 6" sewer line on private property is frequently cleaned because of root invasion
obstructing the free flow of wastewater. The plans and specifications are on file in the Public Works -Engineering Department.
ENVIRONMENTAL IMPACT:
The project is exempt from environmental review per Section 15302(c) - replacement or
reconstruction of existing sewer systems involving negligible or no expansion of capacity. The project
is within the coast zone; however, under the California Coastal Commission Regulations, Subchapter
7, Section 13252 (a)(3) - repair and maintenance activities requiring a permit, this project is exempt
from requiring a Coastal Development Permit (CDP) since it is not located in an environmentally
sensitive area. No permits are required.
FISCAL IMPACT:
The Engineer's Estimate for the total cost of the Oak Avenue Sewer Replacement, Project No. 3927-1
is shown in Table 1.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF OAK
AVENUE SEWER REPLACEMENT. PROJECT NO. 3927-1
5 WHEREAS, Vne City Council of the City of Carlsbad, California, has determined it

necessary, desirable, and in the public interest to construct a new 8" sewer pipeline in the public
right of way on Oak Avenue and abandon the existing 6" sewer pipeline on the private property

along Oak Avenue; and

WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
10 equipment, transportation, and other expenses necessary or incidental of said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
12 incorporated by reference herein; and
13 WHEREAS, said project was included in the 2007/2008 Capital Improvement Program;
14 and

WHEREAS, sufficient funds have been previously appropriated to construct this project.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

California, as follows:

1. That the above recitations are true and correct.

2. That the plans, specifications and contract documents on file in the Engineering
20
Department of the City of Carlsbad are hereby approved.

3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
22
in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the Oak
23
Avenue Sewer Replacement, Project No. 3927-1, in accordance with the plans, specifications, and
24
contract documents referred to herein.
