RECOMMENDED ACTION:
City Council to adopt Resolution No. 2008-209 authorizing the City to purchase a police
command post vehicle from Farber Specialty Vehicles and approving out-of-state travel to Ohio for
design, construction inspection, and vehicle pick-up.
ITEM EXPLANATION:
A police command post vehicle provides an office and resource-gathering location in a mobile
setting that can go almost anywhere on short notice. It allows for planning, communications, and
logistical support to be conducted on-site and close to the activity, and provides a location that is
out of public view and the elements.
A police command post can be used at planned events, such as checkpoints and the City's
special events, as well as at unplanned events such as large-scale collisions, hostage situations,
barricaded suspects, and human or manmade disasters. The police command post will also
provide a basic back-up Communications Center should the permanent center located at the
Safety Center become inoperable.
In accordance with Carlsbad Municipal Code 3.28.090, the Purchasing Officer is authorized to
purchase equipment through cooperative purchasing programs with other public agencies when
the agency has made their purchase in a competitive manner. This vehicle purchase is based
upon the formal bidding process extended by the State of New York as lead purchasing entity for
Hazardous Incident Response Equipment for the National Association of State Procurement
Officials (NASPO). The State of California is a NASPO participating State. On September 2, 2005
a five (5) year contract was awarded to Farber Specialty Vehicles as the lowest responsive bidder.
Other California agencies utilizing this contract include the County of Santa Clara and the Cities of
Roseville and Chula Vista.
FISCAL IMPACT:
The contract with Farber Specialty Vehicles is for $203,218. Out-of-state travel is estimated to
be $6,100. Both amounts have been approved as part of the 2008-09 asset forfeiture fund
budget. The estimated useful life for the command post is 10-15 years; a replacement fund will
be used for the replacement of this vehicle also funded through asset forfeiture. Asset forfeiture
funds can be used only for the purchase of items used solely for the law enforcement agency.
These expenditures comply with the Federal Asset Forfeiture guidelines and sufficient funds are
currently available in the police asset forfeiture fund.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065 and CEQA Guideline section 15738, this does
not constitute a "project" within the meaning of CEQA and therefore, does not require an
environmental review.

6 WHEREAS, the Carlsbad Police command vehicle is outdated and in need of
7 replacement; and
8 WHEREAS, a police command vehicle will assist in the smooth and safe
9 operations of both planned and unplanned events for the benefit of public safety; and

WHEREAS, the City Council concurs that it is in the public interest to authorize
11
out-of-state travel for the design, construction inspection, and vehicle pick up for the
12
new command vehicle; and13
WHEREAS, funds are available in the FY 2008-09 Police Department asset
15 forfeiture fund budget for the purchase and the out-of-state travel.
16 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
17 Carlsbad, California, as follows:

2. That the Mayor is authorized to sign the contract with Farber Specialty

Vehicles.

3. That the City Manager is authorized to execute said Agreement for and on
2, behalf of the City of Carlsbad, California.
24 4. That out-of-state travel is hereby authorized in accordance with City policy for
25 travel to Ohio for design, construction inspection, and vehicle pick up for the
26 new command vehicle.
