(jj^ RECOMMENDED ACTION: Adopt Resolution No.2008-211 accepting the bid of $319,500 and awarding the contract to Koch-Armstrong General Engineering, Inc., to perform Summer 2008 Concrete Repairs, Project No. 60211, Contract No. STS08-02, and Bid No. PWS08-30STS. ITEM EXPLANATION: On April 8, 2008, City Council adopted Resolution No. 2008-099 approving contract documents, special provisions and specifications, and authorized the City Clerk to advertise for bids. On May 19, 2008, eight (8) bids were received, opened, and recorded. The bids received are listed below. 1 . Koch-Armstrong 2. Tri-Group 3. Bonsall Construction 4. Fox Construction 5. R&Z Construction $319,500 <« <\ >352,918 J385.149 $394,830 $402,538< <i41 3,376 !422,052 $424,893 The Streets Maintenance Division is responsible for performing repair and replacement of concrete improvements including curbs, gutters, sidewalks, pedestrian ramps and other concrete surface improvements. As infrastructure ages, these surface improvements become cracked, broken, raised or settle creating conditions that could result in a tripping hazard if not addressed. General Services performs periodic inspections of these items and has developed an annual program to identify and repair the most seriously damaged areas. These repairs have traditionally been performed by a combination of City maintenance crews and outside contractors. Staff has inspected various concrete improvements in the City, identified and quantified the most serious deficiencies, and is recommending that City Council approve award of an agreement to repair the most seriously damaged items. The types of repairs and improvements noted above are expected to continue to be in demand for the foreseeable future. Staffing levels make it impractical for City maintenance crews to perform all of the needed repairs. Future projects will be performed pending budgetary approval. Koch-Armstrong General Engineering, Inc., submitted the lowest responsive bid. Therefore, staff recommends the contract be awarded to Koch-Armstrong General Engineering, Inc., the lowest responsive bidder, in the amount of $319,500. The contractor's registration and bonds are in order and references are satisfactory. The Engineers Estimate for the project is $399,000. FISCAL IMPACT: SUMMER 2008 CONCRETE REPAIRS PROJECT SUMMARY Construction Contract Contingency TOTAL ESTIMATED PROJECT COST $319,500 $40,500 $360,000 The total project cost is estimated at $360,000, which includes $40,500 of contract costs for contingency. There are sufficient funds available in the Gas Tax Fund to complete Project No. 60211. CONTRACT NO. STS 08-02. BID NO. PWS08-30STS. WHEREAS, the City Council adopted Resolution No. 2008-099 approving contract documents, special provisions and specifications, and authorized the City Clerk to advertise for bids to perform Summer 2008 Concrete Repairs, Project No. 60211, Contract No. STS08-02, and Bid No. PWS08-030STS, hereinafter referred to as the "Project"; and WHEREAS, bids have been received by the City of Carlsbad, California, to perform the Project; and WHEREAS, the bids were opened, witnessed, and recorded on May 19, 2008; and WHEREAS, the lowest responsive bid received was submitted by Koch-Armstrong General Engineering, Inc., in the amount of $319,500; and WHEREAS, sufficient funds have been appropriated in the Gas Tax Fund to complete Project No. 60211. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. The bid of $319,500 by Koch-Armstrong Engineering, Inc., to perform Summer 2008 Concrete Repairs, and a contingency account of $40,500 is hereby accepted. 4. That the Mayor of the City of Carlsbad is hereby authorized and directed to execute a contract to perform Summer 2008 Concrete Repairs, Project No. 60211, Contract No. STS08-02, and Bid No. PWS08-30STS, with Koch-Armstrong General Engineering, Inc. 5. That the award of this contract is contingent upon Koch-Armstrong General Engineering, Inc., executing the required contract and submitting the required bonds and 26 insurance policies, as described in the contract, within twenty (20) days of adoption of this 07 resolution.
