DEPT. 19,528 08/05/08 HR/HSG/PW REVISING AND ESTABLISHING NEW JOB CLASSIFICATIONS AND AMENDING THE GENERAL EMPLOYEES' SALARY SCHEDULE DEPT. HEAD CITY ATTY. CITY MGR. /, RECOMMENDED ACTION: Adopt Resolution No. 2008-220 revising a job classification in the Housing and Redevelopment Department, establishing new classification specifications in the Public Works Major Service Area, and amending the Carlsbad City Employees' Association Salary Schedule and the Local Conflict of Interest Code to reflect these changes. ITEM EXPLANATION: The need for flexibility in the City's job classifications is of increasing importance, as duties performed by certain staff have changed over the last several years to meet the operational needs of the City. The Human Resources Department has worked with the Housing and Redevelopment Department and the Public Works Major Service Area to review and analyze the work flow and to update specific job classifications to clarify roles and responsibilities. All of the changes described below were outlined and funded in the 2008/2009 budget that was approved by the City Council on June 24, 2008. Community Development - Housing and Redevelopment Employees in the Housing Specialist I or II job classification assist in the administration of the Section 8 Rental Assistance Program and other affordable housing programs, manage a caseload and provide lead responsibilities for technical and clerical staff. Two levels currently exist within this job family - Housing Specialist I and Housing Specialist II. The Housing Specialist II level is distinguished from the Housing Specialist I as the advanced journey level with the ability to perform the full range of duties, including the most difficult casework. Positions at the Housing Specialist II level are expected to perform independently under general guidelines in a paraprofessional role. It is recommended that the two job classifications of Housing Specialist I and Housing Specialist II be merged into one summary job classification. In addition, it is proposed that the job requirements be revised to give the department the flexibility to move a job incumbent from the position of Housing Specialist I to a Housing Specialist II if the employee meets the minimum qualifications for the higher level position, if there is adequate funding, and if there is a business need to do so. The proposed job description for Housing Specialist I/I I is included in Attachment A. FOR CITY CLERKS USE ONLY. COUNCIL ACTION:APPROVED IS DENIED D CONTINUED D WITHDRAWN D AMENDED D CONTINUED TO DATE SPECIFIC D CONTINUED TO DATE UNKNOWN D RETURNED TO STAFF D OTHER-SEE MINUTES D Public Works - Storm Drain Maintenance The City of Carlsbad's National Pollutant Discharge Elimination System (NPDES) permit requires the maintenance and inspection of a minimum of 3600 catch basins per year. Historically, the maintenance and inspection of catch basins has been performed by Street Maintenance Workers that also performed routine street maintenance duties. In FY 00/01 the requirements of the NPDES permit became more stringent and, as a result, the inspection of storm drains received greater attention. During the past three years, a staff of three Street Maintenance Workers has been dedicated to inspecting and maintaining catch basins and the other aspects of the storm drain system for the purpose of meeting the requirements of the NPDES permit. These Street Maintenance Workers have been assigned to the Maintenance and Operations Department to provide supervision and efficiency. Specialized activities are currently in place to support the storm drain maintenance function and compliance with applicable federal, state and local codes and regulations. The activities include maintenance of the City's drainage system and proper disposal of collected materials in contained areas for sample testing. Other assigned duties include responding to and assisting with any spills or accidents that threaten to affect the storm drain system. Assignments such as these are not in keeping with the duties of the Street Maintenance Worker classification. Storm drain maintenance requires more specialized training to ensure that storm drain maintenance activities meet the requirements of the NPDES permit. Staff recommends that the Storm Drain Maintenance Worker and the Senior Storm Drain Maintenance Worker classifications included in Attachment A be established to more closely reflect the duties currently being performed to maintain the storm drain system and to distinguish those duties from the existing Street Maintenance Worker job series. Based on the analysis of market data and a review of internal classifications, staff recommends the Storm Drain Maintenance Worker and the Senior Storm Drain Maintenance Worker classifications be leveled at range 34 and 48 respectively in the revised General Employees' Salary Schedule, Attachment B. Public Works - Warehouse Technician The Public Works Major Service Area is creating the job classification of Warehouse Technician to oversee the ordering, maintenance and distribution of parts and equipment to the Fleet Maintenance Department and the Maintenance and Operations Department. This position will manage a large and diverse inventory to be maintained in an automated inventory system. The key responsibilities of the position will differ significantly from the existing Storekeeper classification. The key responsibilities of the proposed Warehouse Technician classification will be to purchase a wide variety of materials, supplies, parts, tools and equipment used in construction, maintenance and repair of assigned areas. The Warehouse Technician will source materials and equipment based on pricing, availability and services offered by vendors. The Warehouse Technician classification will support other maintenance inventories in the Public Works major Service Areas as needed. Staff recommends that the Warehouse Technician classification (see Attachment A) be established. Based on an analysis and comparison of similar positions in the external market, staff recommends that the Warehouse Technician classification be leveled at grade 43 in the General Employees' Salary Schedule, Attachment B. The Public Works Major Service Area has a current vacancy that was established in previous budget years for this purpose. Staff recommends that the proposed classification titles listed above and detailed in the classification specifications in Attachment A be added to the General Employees' Salary Schedule, Attachment B. Staff has met and conferred with Carlsbad City Employees' Association regarding all of the aforementioned changes. It is recommended that the Warehouse Technician classification be added to the Local Conflict of Interest Code filing in disclosure categories 1, 2, 3 and 4. FISCAL IMPACT: There is no fiscal impact associated with establishing the new job classifications and there are no new positions being added to existing City staff. Employee job titles will be changed and, in some cases, the City Manager will approve the reclassification of an employee to the newly established job title. The cost of reclassifying employees into these new job titles varies by department, and all of the associated costs of these reclassifications (approximately $27,000) were approved in the 2008/2009 fiscal year budgets of the affected departments. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15738, these amendments do not constitute a "project" within the meaning of CEQA and therefore, does not require an environmental review.
