RECOMMENDED ACTION:
Adopt Resolution No. 2008-221 establishing new job classifications in the Information
Technology Department and technology related classifications in other departments
throughout the City, and amending the Carlsbad City Employees' Association Salary
Schedule, the Management Salary Schedule and the Conflict of Interest Code to reflect these
changes.
ITEM EXPLANATION:
The need for flexibility in the City's job classifications is of increasing importance, as duties
performed by certain staff have changed over the last several years to meet the operational
needs of the City. The Human Resources Department has worked with the Information
Technology Department as well as other departments that have technology related functions
to review and analyze the work flow and to update specific job classifications to clarify roles
and responsibilities. All of the changes described below were outlined and funded in the
2008/2009 budget that was approved by the City Council on June 24, 2008.
The Information Technology (IT) Department developed a strategic technology "roadmap"
which is designed to focus the technology efforts throughout the City of Carlsbad over the
next several years. As part of adopting this plan, the Human Resources Department hired an
independent consultant to conduct a comprehensive review of the technology-related job
classifications in the City, in order to meet the following objectives:
• Revise existing job classifications and create new job classifications to describe
job duties that are more aligned with industry standards in the technology field;
• Correct inconsistencies in reporting relationships between job classifications
and clarify roles and responsibilities;
• Define career paths for technology personnel, both within IT and across City
departments;
• Recognize technologists working in other departments outside of IT and
establish a more formal dotted line reporting structure into the IT organization;
• Increase communication between IT and its client departments; and
• Create a structure to assist IT in supporting City-wide projects.

This review resulted in a revised organizational structure for the IT Department, as well as a
restructuring of the technology-related functions in departments outside of the IT Department
that have a "dotted-line" reporting relationship. This recommended organizational structure is
summarized below and outlined in detail in the Information Technology Study Executive
Summary (Attachment E). Most of the recommended changes involve identifying job families
and providing new and up-to-date content to update the job classifications. The specific
recommendations for leveling the positions within the appropriate salary schedule are based
on internal equity and public sector salary data.
The recommended organizational structure includes a series of job classifications under each
functional area of the department, with employees being assigned to a given job classification
based on their level of knowledge, skills and abilities. The functional areas covered include
Applications Support, Network Administration, Client Systems, Geographic Information
Systems (GIS), Public Safety, and Business Systems. The current and proposed job
classification titles are summarized below:

Staff endorses the adoption of the proposed classification changes as described above and
detailed in the classification specifications in Attachment A. Each proposed series is
comprised of a job family system that supports flexibility, fairness, consistency and an
improved method of differentiating incumbents in a classification series. In order for an
employee to move up through the series, there must be a business need and the employee
must demonstrate the knowledge, skills and abilities associated with the higher level job
classification.
Staff also recommends that the proposed classification titles listed above and detailed in the
classification specifications in Attachment A (with the exception of the Public Safety
Information Technology Manager job classification) be added to the General Employees'
Salary Schedule, Attachment B. Staff has met and conferred with Carlsbad City Employees'
Association regarding all of the aforementioned changes. It is recommended that the Public
Safety Information Technology Manager job classification be included in the Management
Compensation Plan and leveled at a salary grade 5. This classification should also be added
to the Management Salary Schedule (Attachment C) and the Local Conflict of Interest Code
filing in disclosure categories 1, 2, 3 and 4.
FISCAL IMPACT:
There is no fiscal impact associated with establishing the new job classifications and there
are no new positions being added to existing City staff. Employee job titles will be changed
and, in some cases, the City Manager will approve the reclassification of an employee to the
newly established job title. The cost of reclassifying employees into these new job titles
varies by department, and the associated costs of these reclassifications (approximately
$37,500) were approved in the 2008/2009 fiscal year budgets of the affected departments.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15738,
these amendments do not constitute a "project" within the meaning of CEQA and therefore,
does not require an environmental review.

9 WHEREAS, the City Manager recommends and the City Council concurs, that it
10 is desirable and necessary to focus the technology efforts throughout the City of

11 Interest Code" to add the position of Public Safety Information Technology Manager to
the list of Designated Employees filing in disclosure categories 1, 2, 3, and 4, as shown
13 in Attachment D, attached to and incorporated into this resolution.

APPLICATIONS ANALYST
DEPARTMENT: INFORMATION TECHNOLOGY
Distinguishing Features and Summary Description:
The primary objective of this job series is to is to evaluate, recommend,
install/integrate, test, maintain and monitor performance of software products and
provide technical support to end users and/or Business Systems Specialists in a
multi-client, multi-vendor software environment. Incumbents in this job series
confer with end users to determine types of hardware and software required and
provide or assist with training in use of equipment and software.
The Applications Associate Analyst is the basic level class in the applications
job series; considered experienced but still a learner. Incumbents in this
classification receive occasional instruction or assistance as new or unusual
situations arise and are expected to be fully aware of standard operating
procedures and change control processes to resolve end user problems. The
Applications Analyst performs at the journey level and may perform as a lead
on appropriate level projects. The Applications Analyst provides analysis,
development and support for the network integration of applications that
encompass end users across the City. The Applications Analyst is responsible to
research unique solutions to multiple assigned software application(s) and is
capable of performing custom implementations, upgrades, report development
and installation packaging to deploy software applications. The Senior
Applications Analyst performs at a lead and/or supervisory level and provides
support to end users on sensitive or complex applications that have significant
impact on the organization. The Senior Applications Analyst is responsible to
independently create and deploy unique solutions to end users with or without
assistance from vendors. This is the most senior level position in the job series.
Essential Duties and Responsibilities: The following duties are typical for this
job series and include the following. Incumbents may not perform all of the listed
duties and/or may be required to perform additional duties from those listed
below to meet the City's business needs and changing operating practices.

APPLICATIONS ASSOCIATE ANALYST
Facilitates vendor processes with Applications Analysts and Network Engineers.
Supports end users by performing basic to moderate front end application
interface development, programming or configurations.
Provides basic or routine back end interfaces with guidance from Application

Participates on community of interest team projects.
Maintains and supports applications and/or databases necessary for efficient
functionality of assigned software solution(s).
Provides service response to requests by city staff in the utilization and

Provides technical assistance on connectivity to peripheral equipment.
Assists end users with implementation of new software releases and upgrades.

• Essential and marginal functions may require maintaining physical condition

• Job entails occasional walking, standing, bending, stooping, climbing, reaching at

neck. On an infrequent basis, the incumbent must be able to squat and kneel.
• Work may involve occasional outdoor fieldwork. Overtime and attending
meetings outside regular work hours may be required. Work environment is
professional and both team and autonomy oriented. This position is impacted by
urgent time deadlines due to various reporting and filing requirements. There is
some repetitiveness in program coding, a need for extreme accuracy, and paying
attention to detail. Additionally, there is a need to be able to shift attention before
tasks are completed to be able to balance user demands, telephone and other
interruptions.

Distinguishing Features and Summary Description:
Under general direction of the Information Technology Manager, the Senior
Database Administrator is responsible to design, develop and maintain the City's
databases hosted on database servers that serve applications across the
enterprise. The Senior Database Administrator may supervise and/or lead the
work of others. The Senior Database Administrator has significant discretion and
may supervise the work of others.
Essential Duties and Responsibilities: The following duties are typical for this
position. Incumbents may perform some but not all of the listed duties and/or
may be required to perform additional duties from those listed below to meet the
City's business needs and changing operating practices. Other duties may be
required and assigned.
Participates in the Information Technology Department's strategic planning
processes.
Designs, develops and maintains City databases hosted on various database
servers that serve applications across all departments.
Troubleshoots database performance problems and provides solutions based on
analysis and research using knowledge of operating systems, relational
databases and database technologies.
Designs, develops and maintains a data warehouse that serves as a central
repository of data from disparate data sources across the City.
Designs and develops reporting and data analysis solutions based on the data
warehouse using industry standards and methodologies.
Provides technical input to management regarding proposed applications that
would utilize the database
Performs, maintains and ensures database backups, restores, security, and data
corruption/correction.
Monitors performance and database connectivity issues.
Stays abreast of current and emerging technologies related to areas of expertise.

The Information Technology Department is headed by the Information Technology Director, a
position that is currently supported by two internal Information Technology Managers - one
with oversight of Applications Support and one with oversight, administration and design of
the Enterprise Network/Systems. The IT Managers assist the IT Director in the management
of the City's applications, enterprise systems and networks as well as human capital.
Depending on the assignment, the IT Manager has considerable latitude and discretion to
manage the organization's repository of software applications, databases, enterprise systems
and networks through best practices, appropriate staffing and management of the technical
teams. The City's enterprise applications, systems and networks are the center of many of
the City's operations, both at tactical and strategic levels. The IT Manager is responsible to
manage the implementation, integration, enhancement and maintenance of diverse,
applications and/or enterprise systems and networks. The IT Manager ensures the highest
reliability and performance of applications, systems and networks to drive efficiencies and to
integrate and expose information in a timely and secure manner.

functional area of the department, with employees being assigned to a given job classification
based on their level of knowledge, skills and abilities. Within the Applications Support area,
the job classification series (the Applications Support job family) was updated to provide
analysis, development and support of the integration of applications across the City.
Employees assigned to this area are responsible for performing industry-recognized duties
and come together as project teams to accomplish the strategic technology roadmap, which
has significant impact on the organization. The current and proposed job classification titles
within the Applications Support area are summarized below:

Along with the Applications Support job family, there are two administrator positions - the
Senior Database Administrator and the Senior Web Administrator - that support the

single incumbent classifications with unique and specific job skills. The Senior Database
Administrator is responsible to design, develop and maintain the City's databases hosted on
various database servers that serve applications across the enterprise, while the Senior Web
Administrator manages the content of the City's entire internet and intranet presence by
providing lead support and technical expertise. Because these two job classifications require
experience commensurate with internal senior level IT classifications, staff is recommending
that they be placed at salary grade 113 in the Carlsbad City Employees' Association (CCEA)
salary structure. The current and proposed job classification titles for these classifications

Part of the proposed technology structure includes establishing a "dotted-line" reporting
relationship between the existing position of Geographic Information Systems (GIS) Manager
and the IT Director, and developing a GIS job family. The GIS job family includes positions
that provide computer aided mapping and data attribution of all parcels, streets, easements,
and public utilities into the City's geographical information system. The GIS division is
responsible for a growing and robust system that is utilized City-wide. The division requires
current staff to work at several levels more skilled than the entry-level Technician
classification and to take on dual responsibilities that encompass both GIS administration and
GIS project management.
Another Information Technology Manager position is recommended to direct the technology
efforts for the Public Safety departments. Because of the nature of the 24/7 public safety
environment and the need for increased network security, a Public Safety IT Manager is
recommended to support the strategic technical needs of the Police and Fire Departments.
Similar to the GIS Manager, it is recommended that this position have a "dotted-line"
reporting relationship into the IT Department and be leveled at the same salary grade as the
GIS Manager (Management salary grade 5). The current and proposed job classification

Staff endorses the adoption of the proposed classification changes as described above and
detailed in the classification specifications in Attachment A. Each proposed series is
comprised of a job family system that supports flexibility, fairness, consistency and an
improved method of differentiating incumbents in a classification series. In order for an
employee to move up through the series, there must be a business need and the employee
must demonstrate the knowledge, skills and abilities associated with the higher level job
classification.
Staff also recommends that the proposed classification titles listed above and detailed in the
classification specifications in Attachment A (with the exception of the Public Safety
Information Technology Manager job classification) be added to the General Employees'
Salary Schedule, Attachment B. Staff has met and conferred with Carlsbad City Employees'
Association regarding all of the aforementioned changes. It is recommended that the Public
Safety Information Technology Manager job classification be included in the Management
Compensation Plan and leveled at a salary grade 5. This classification should also be added
to the Management Salary Schedule (Attachment C) and the Local Conflict of Interest Code
filing in disclosure categories 1, 2, 3 and 4.
FISCAL IMPACT:
There is no fiscal impact associated with establishing the new job classifications and there
are no new positions being added to existing City staff. Employee job titles will be changed
and, in some cases, the City Manager will approve the reclassification of an employee to the
newly established job title. The cost of reclassifying employees into these new job titles
varies by department, and the associated costs of these reclassifications (approximately
$45,808) were approved in the 2008/2009 fiscal year budgets of the affected departments.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15738,
these amendments do not constitute a "project" within the meaning of CEQA and therefore,
does not require an environmental review.

The Business Systems Specialist series performs an internal consultancy role

assigned operating department. The Business Systems Associate is an
emerging professional able to provide business analysis through the use of
technology with general supervision. The Business Systems Specialist is an
emerging expert responsible to provide unique and complex business solutions
through the use of technology. The position has a high degree of discretion and
independence. The Senior Business Systems Specialist is a seasoned
professional and an expert in providing unique solutions to complex business
