RECOMMENDED ACTION:
Adopt Resolution No. 2008-242 accepting a donation of $853.00 from the San Diego
Council on Literacy to the Carlsbad City Library literacy program, directing an appropriate
letter of thanks, and authorizing the Finance Director to appropriate the received funds to the
Library budget.
ITEM EXPLANATION:
One of the elements of the Memorandum of Understanding between the Carlsbad City Library
and the San Diego County on Literacy is the opportunity for literacy affiliates to receive funds
from the Program Services Fund in support of a variety of programs. The Carlsbad City
Library literacy program (previously knows as the Adult Learning Program) has instituted a
book club for the learners and these funds will be used to purchase MP3 players for audio
books to allow readers at all skill levels to take part in the book club discussions.
FISCAL IMPACT:
These funds from the San Diego County on Literacy will enhance the literacy program by the
purchase of this equipment.
ENVIRONMENTAL IMPACT:
This gift does not qualify as a project under the California Environmental Quality Act (CEQA
Guidelines Section 15378) and no environmental review is required.
EXHIBITS:

CITY OF CARLSBAD, CALIFORNIA, ACCEPTING A
DONATION FROM THE SAN DIEGO COUNCIL ON
WHEREAS, The Carlsbad City Library literacy program (previously known as

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

Dear Chris:
The Carlsbad City Library Adult Learning Program is pleased that the San Diego Council
on Literacy is again able to offer the Literacy Network Support Fund to the programs.
The purpose of this letter is to submit a request for funding for MP3 players for our adult
learner book club. Our book club has been in existence for one year and has been a great
success. The book club allows our learners to meet many of the goals that they have set
for themselves, including reading a book, participating in a library event, speaking in
front of a group, and reading for pleasure. We have funding that allows us to buy a book
and an audiobook for up to 12 participants. However, audiobooks are becoming very
expensive—topping $20.00 each in some cases—and several of the books that we would
like to include do not have an accompanying audiobook. We are reaching a point where
we may not be able to buy an audiobook for each learner, which would reduce their
ability to participate in the group.
Our proposal is to buy 12 MP3 players, at a cost of $855, which would be checked out to
book club members. A detailed budget follows. (Discounts are frequently available, so
the final cost may be less.) The Adult Learning Program would buy audio downloads at
less than half the price of the CD format for each of the book club selections.
I urge the San Diego Council on Literacy to fund our project. If I can answer any
