RECOMMENDED ACTION: Discuss request from La Costa Canyon High School ASB Council and direct staff as appropriate. ITEM EXPLANATION: The City Council provides an opportunity for citizens and organizations to have an item placed on a City Council Agenda by submitting correspondence to the City Manager. Attached is an e-mail request from the La Costa Canyon High School ASB requesting that the City Council consider allocating approximately $1,563.50 of "in kind" services to assist with the 2008 La Costa Canyon High School Homecoming Parade. La Costa Canyon High School ASB is requesting the City assume expenses associated with the staging of the parade, including Police Department traffic services and special event fee ($1,138.50), Streets Department traffic control equipment and labor costs ($325.00), and the Public Works costs for the update to the traffic control plan ($100.00). FISCAL IMPACT: If approved, the fiscal impact would be the cost of providing "in kind" services ($1,563.50) appropriated from the City Council Contingency fund. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15378, this action does not constitute a "project" within the meaning of CEQA and therefore, does not require an environmental review. That the above recitations are true and correct. 2. That the City Council elects to appropriate the funds requested. 3.
