RECOMMENDED ACTION:
Discuss request from La Costa Canyon High School ASB Council and direct staff as
appropriate.
ITEM EXPLANATION:
The City Council provides an opportunity for citizens and organizations to have an item
placed on a City Council Agenda by submitting correspondence to the City Manager.
Attached is an e-mail request from the La Costa Canyon High School ASB requesting that the
City Council consider allocating approximately $1,563.50 of "in kind" services to assist with
the 2008 La Costa Canyon High School Homecoming Parade. La Costa Canyon High School
ASB is requesting the City assume expenses associated with the staging of the parade,
including Police Department traffic services and special event fee ($1,138.50), Streets
Department traffic control equipment and labor costs ($325.00), and the Public Works costs
for the update to the traffic control plan ($100.00).
FISCAL IMPACT:
If approved, the fiscal impact would be the cost of providing "in kind" services ($1,563.50)
appropriated from the City Council Contingency fund.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15378, this
action does not constitute a "project" within the meaning of CEQA and therefore, does not
require an environmental review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, APPROPRIATING FUNDS IN THE AMOUNT
OF $1.563.50 FOR "IN KIND" SERVICE ASSISTANCE

WHEREAS, La Costa Canyon High School Associated Student Body Council has
5
requested "in kind" service assistance for the La Costa Canyon High School Homecoming Parade
6 on 10-23-08; and
WHEREAS, staff determined Police Department traffic services and special event fee,

Streets Department traffic control equipment and labor costs, and the Public Works costs are
g necessary to assist with the La Costa Canyon High School Homecoming Parade; and
10 WHEREAS, staff determined the cost of providing Police Department traffic services and
11 special event fee, Streets Department traffic control equipment and labor costs, and the Public
Works costs for the La Costa Canyon High School Homecoming Parade is $1,563.50.
13 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, as
14 follows:
15 1. That the above recitations are true and correct.
2. That the City Council elects to appropriate the funds requested.
3. That the Finance Director is hereby authorized to appropriate $1,563.50 from the
Council's Contingency Account balance to cover the costs of providing services to La Costa18
Canyon High School for the Homecoming Parade.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 9th day of September, 2008, by the following vote to wit:

Subject: Request for La Costa Canyon Homecoming Parade and Carnival
Dear Ms. Hildabrand,
La Costa Canyon High School ASB is interested in having a Homecoming Parade
and Carnival for the 2008-2009 school year. We are writing to you to present
a request for these events in front of the city council. We are hoping to be
able to present this request on July 29th. Hopefully this date works for
