POLICE REQUEST FOR "IN KIND" SERVICE ASSISTANCE FROM CARLSBAD HIGH SCHOOL ASSOCIATED STUDENT BODY COUNCIL. DEPT. HEAD S fy CITY ATTY. (8&~ CITY MGR. RECOMMENDED ACTION: Discuss request from Carlsbad High School ASB Council and direct staff as appropriate. ITEM EXPLANATION: The City Council provides an opportunity for citizens and organizations to have an item placed on a City Council Agenda by submitting correspondence to the City Manager. Attached is an e-mail request from the Carlsbad High School ASB requesting that the City Council consider allocating approximately $3,258.50 of "in kind" services to assist with the 2008 Carlsbad High School Homecoming Parade. Carlsbad High School ASB is requesting the City assume expenses associated with the staging of the parade, including Police Department traffic services and special event fee ($2,183.50), Streets Department traffic control equipment and labor costs ($325.00), and the Public Works costs for the traffic control plan, design, and drawing ($750.00). FISCAL IMPACT: If approved, the fiscal impact would be the cost of providing "in kind" services ($3,258.50) appropriated from the City Council Contingency fund. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15378, this action does not constitute a "project" within the meaning of CEQA and therefore, does not require an environmental review. That the above recitations are true and correct. 15 2. That the City Council elects to appropriate the funds requested. 3. We wish to present our request to the City Council on 9-2-08 if possible. Amber Singh (ASB President), Frances Monroy (ASB Vice President), and Kristen Taylor (Special Events Coordinator) will present the request for the parade's renewal and the city's sponsorship of the event. In the request we will address points on why it is important to keep the parade. Also we will take the time to talk about what our plans for this homecoming will be since our football team will not play on the home field at Carlsbad High School. Thank you for your time.
