[jj^ RECOMMENDED ACTION: Introduce Ordinance No.CS-007 to establish a prima facie 45 mile per hour speed limit upon Faraday Avenue from Orion Street to the east city limit. ITEM EXPLANATION: Faraday Avenue from Orion Street to the east city limit was opened to traffic in October 2007 and carries about 10,300 vehicles per day. Immediately after opening the road, 40 mile per hour speed limit signs were installed pending the preparation of a future Engineering and Traffic Survey. Faraday Avenue is designated as a secondary arterial on the Circulation Element of the General Plan. The subject segment of Faraday Avenue follows a curvilinear alignment through the industrial park of Carlsbad Oaks North. The road has two traffic lanes in each direction separated by a striped median. Curb and gutter, sidewalk, and street lights have been installed in accordance with city standards. The road has a bicycle lane in each direction adjacent to the curb and gutter. At their meeting on August 4, 2008, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a prima facie speed limit upon Faraday Avenue from Orion Street to the east city limit. The Commission recommended, by a 4-0 vote, that a prima facie 45 mile per hour speed limit be established on Faraday Avenue from Orion Street to the east city limit. The current version of the Engineering and Traffic Survey for this portion of Faraday Avenue is on file in the office of the City Traffic Engineer. ENVIRONMENTAL IMPACT: The installation of an official traffic control device is a project that is a Class 1 categorical exemption (minor alteration of existing structure or facility) and is, therefore, exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), Section 15301(c). FISCAL IMPACT: Installing six speed limit signs upon Faraday Avenue will cost about $750. Sufficient funds are available in the Public Works Street Department budget. EXHIBITS: 1. Location Map. 2. Upon Faraday Avenue from College Boulevard to its intersection with Orion Street, the prima facie speed limit shall 1 be forty miles per hour. b. Upon Faraday Avenue from College Boulevard to 12 Cannon Road, the prima facie speed limit shall be forty miles per hour. 13 c.
