RECOMMENDED ACTION:
2008-264Adopt Resolution No. *? approving out-of-state travel for the Senior Management Analyst in
the Information Technology (IT) Department to attend the Help Desk Institute Government Forum.
ITEM EXPLANATION:
The Help Desk Institute (HDI) is the industry's largest and most respected professional
organization for internal and external service and support professionals. The HDI Government
Forum will address the needs of Government customer service and support organizations to
maximize performance and productivity, become more strategic, and integrate with the IT
Department and the organization as a whole.
In support of the City Council's strategic goal to Promote and Support Continuous Learning
Opportunities within the Community and the City organization, the Information Technology
Department requests approval for its Senior Management Analyst to attend the Help Desk
Institute Government Forum, October 14 - 17 in Miami, Florida. The Senior Management
Analyst is responsible for the management of the City's outsourced Help Desk, and is working
to develop better and more refined customer service processes and service level agreements.
The HDI Government Forum features session tracks in Leadership, Service Management
Processes, Service Portfolio, Performance Measurements and Metrics, and Workforce
Management. The Forum will provide valuable information to help define the service processes
necessary to effectively support the internal and external IT customer.
In accordance with Council policy, staff requests approval for out of state travel for the Information
Technology Department Senior Management Analyst, in order to attend the Help Desk Institute
Government Forum.
FISCAL IMPACT:
Airfare, hotel and meals for the staff member leaving San Diego, Monday, October 13tn forth
Miami and returning to San Diego on Friday, October 17 are anticipated to be approximately
$1600. Funds necessary to cover these expenses are available in the Information Technology's
2008 - 2009 operating budget.

ENVIRONMENTAL IMPACT:
Travel and conference attendance is not a project and is, therefore, exempt from the
environmental review process under provisions of the California Environmental Quality Act
(CEQA).
EXHIBITS:

Technology staff member to travel to Florida to attend the Help Desk Institute
Conference Government Forum.

6 WHEREAS, City Council Policy No. 2 promotes and supports continuous
7 learning opportunities with the Community and City organization, and;
8 WHEREAS, the Information Technology Senior Management Analyst requires
9 this training and learning opportunity to keep up to date in the customer service and
10 help desk service disciplines, and;

WHEREAS, the Information Technology Department has budgeted the funds
12
necessary to cover the expenses of this forum.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
15 Carlsbad, California, as follows:
16 1. That the above recitations are true and correct.
17 2. That out-of-state travel is hereby authorized, in accordance with Council
18 Policy No. 2, for the Information Technology Senior Management Analyst to
19 attend the Help Desk Institute Forum in Miami, Florida.
