HEAD RTj" CITY ATTY. /^^ CITYMGR. l{> CS-008 to establish a prima facie 50 mile per hour speed limit RECOMMENDED ACTION: Introduce Ordinance No. _ upon Lionshead Avenue from Melrose Drive to the east city limit. ITEM EXPLANATION: Lionshead Avenue is not classified in the Circulation Element of the General Plan and is an industrial street that has a two-way average daily traffic volume of about 3,000 vehicles. The street was opened to traffic in 2006 and is 0.86 miles in length. Lionshead Avenue was constructed to city standards with concrete curb and gutter, sidewalks on both sides, and street lights. The street has a curb to curb width of 52 feet with a bicycle lane striped on each side of the road and on-street parking prohibited. At their meeting on February 4, 2008, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a prima facie speed limit upon Lionshead Avenue. The Commission recommended, by a 3-0 vote, that a 50 mile per hour prima facie speed limit be established upon Lionshead Avenue from Melrose Drive to the east city limit. The current version of the Engineering and Traffic Survey for Lionshead Avenue is on file in the office of the City Traffic Engineer. ENVIRONMENTAL IMPACT: The installation of an official traffic control device is a project that is a Class 1 categorical exemption (minor alteration of existing structure or facility) and is, therefore, exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), Section 15301(c). FISCAL IMPACT: Installing four speed limit signs upon Lionshead Avenue will cost about $500. Sufficient funds are available in the Public Works Street Department budget. EXHIBITS: 1. Location Map. 2.
