RECOMMENDED ACTION:
Adopt Resolution No. 2008-280 accepting bids and awarding a contract for the construction of
the traffic signal at Rancho Santa Fe Road and Avenida La Cima, Project No. 6307-1.
ITEM EXPLANATION:
On July 22, 2008, the City Council approved the plans and specifications for the traffic signal at
Rancho Santa Fe Road and Avenida La Cima, and directed the City Clerk to advertise for construction
bids. On September 4, 2008, the following six (6) sealed bids were received:
HMS Construction, Inc.
Steiny and Company, Inc.
T&M Electric, Inc.
Sutherlin Contracting, Inc.
Lekos Electric, Inc.
Select Electric, Inc.

ENVIRONMENTAL IMPACT:
This project is a Class 1 categorical exemption (minor alteration of existing structure or facilities)
and is, therefore, exempt from the environmental review process under provisions of the
California Environmental Quality Act (CEQA), Section 15301 (c). A Notice of Exemption has been
issued by the Planning Director.
FISCAL IMPACT:
The engineer's estimate for construction was $150,000. The project cost breakdown is as follows:

CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING
A CONTRACT FOR THE CONSTRUCTION OF THE TRAFFIC

WHEREAS, the City Council of the City of Carlsbad, California, has determined it

necessary, desirable, and in the public interest to construct a traffic signal at the intersection of
Rancho Santa Fe Road and Avenida La Cima; and
8
WHEREAS, six (6) sealed bids were received on September 4, 2008 for the project: and
9
WHEREAS, the lowest responsive, responsible bid for the project was submitted by
10
HMS Construction, Inc., in the amount of $135,940; and
WHEREAS, there are sufficient General Capital Construction funds available to
12
complete construction of the traffic signal.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

California, as follows:

1. That the above recitations are true and correct.16
2. That the low bid submitted by HMS Construction, Inc., in the amount of
$135,940, is hereby accepted and the Mayor is hereby authorized to execute a contract on behalf18
of the City for the construction of the traffic signal at Rancho Santa Fe Road and Avenida La Cima.I y
- 3. That the City Manager is hereby authorized to approve construction change
21 orders up to $20,391 for Project No. 6307-1.
4. That the award of this contract is contingent upon the bidder submitting the
lowest responsible bid executing the required contract and submitting the required bonds and
insurance policies, as described in the contract, within twenty (20) days of adoption of this
resolution. The City Manager may grant reasonable extensions of time.

of the City of Carlsbad on the 7th day of October, 2008, by the following vote to wit:
