RECOMMENDED ACTION:
Adopt Resolution No. 2008-290. receiving a donation of the Institute of Museum and Library
Services (IMLS) Connecting to Collections Bookshelf reference collection in support of Leo
Carrillo Ranch Historic Park archives.
ITEM EXPLANATION:
In August 2008, the City of Carlsbad Recreation Department received a generous donation of
books, DVDs, and other specialized conservation resources designed to assist the staff of Leo
Carrillo Ranch Historic Park (LCRHP) to properly manage and care for the collection of artifacts
and memorabilia related to the history of the Ranch and the life of Leo Carrillo.
The Connecting to Collections Bookshelf contains an assortment of 22 individual sources on a
variety of important topics including preserving digital media, a legal primer on managing
collections, an emergency response guide, and the National Parks Service Museum Handbook.
The Bookshelf is divided into two primary subject areas: (1) core collections, and (2) non-living
collections; and comes complete with a comprehensive user guide and frequently asked
questions reference sheet (Exhibit 2).
To make this program possible, the IMLS partnered with the Getty Foundation, the Henry Luce
Foundation, the Samuel H. Cress Foundation, Heritage Preservation, and the American
Association for State and Local History (AASLH). The City of Carlsbad Recreation Department
and the Leo Carrillo Ranch Historic Park is grateful for the donation of this most important
collection of resource conservation materials.
Thanks in part to the grant of the valuable Collections Bookshelf, staff at LCRHP will be able to
develop and implement a framework for the long term care and maintenance of the items in our
collection. Using the Collections Bookshelf as a reference, staff will be able to devise a well
planned strategy and approach to improve the care of the current items in the collection and be
better prepared to receive future acquisitions.
On September 15, 2008, the Parks and Recreation Commission received the above donation
and recommended acceptance by the City Council. A letter of appreciation has been sent on
behalf of the Recreation Department to the IMLS acknowledging the donation.

FISCAL IMPACT:
The Connecting to Collections Bookshelf represents a fair market value donation of
approximately $1,000.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15378, this
action does not constitute a "projecf within the meaning of CEQA and therefore, does not
require an environmental review.

6 WHEREAS, the City Council of the City of Carlsbad, California, wishes to accept
7 a donation of the Connecting to Collections Bookshelf and acknowledge the generosity
** and support of the Institute of Museum and Library Services; and
9 WHEREAS, the Connecting to Collections Bookshelf will be used to develop and
10 implement a framework for the long term care and maintenance of artifacts and
11
memorabilia in the Carrillo Ranch archives; and
12
WHEREAS, on September 15, 2008, the Parks and Recreation Commission
. received the donation and recommended acceptance by the City Council.
15 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
16 Carlsbad, California, as follows:
17 1. That the above recitations are true and correct.
18 2. That the City Council does hereby accept the Connecting to Collections
19 Bookshelf, a fair market value donation of approximately $1,000.
