RECOMMENDED ACTION:
Discuss request from Carlsbad Christmas Bureau and adopt Resolution No. 2008-292
ITEM EXPLANATION:
The Carlsbad Christmas Bureau is requesting the City Council consider donating the costs
associated with the 2008 Special Event Permit Application for their event taking place on
December 13, 2008. These costs include the application fee and police staffing ($624, Police
Department), cost of updating the existing traffic control plan ($150, Engineering
Department), and traffic control signs, labor and implementation of the traffic control plan
($327, Streets Department).
FISCAL IMPACT:
If approved, the fiscal impact would be the associated costs of $624 to the Police
Department, $150 to Engineering Department, and $327 to Streets Department for a total of
$1,101 to be appropriated from the City Council Contingency fund.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15378, this
action does not constitute a "Project" within the meaning of CEQA and therefore, does not
require an environmental review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, APPROPRIATING FUNDS IN THE AMOUNT
OF $1,101 FOR COSTS ASSOCIATED WITH CARLSBAD CHRISTMAS
4 BUREAU.
5 ! WHEREAS, Carlsbad Christmas Bureau has requested the donation for fees and costs
6 associated with service for the Carlsbad Christmas Bureau; and
7 WHEREAS, staff determined the special event application fee, police staffing, costs to
update the traffic control plan, and equipment and labor costs of implementing the traffic control
plan are necessary to assist with the Carlsbad Christmas Bureau; and
10 WHEREAS, staff determined the cost of the special event application fee, police staffing,
costs to update the traffic control plan, and equipment and labor costs of implementing the traffic
control plan needed for the Carlsbad Christmas Bureau is a total of $1,101.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, as

1. That the above recitations are true and correct.

2. That the City Council elects to appropriate the funds requested.

3. That the Finance Director is hereby authorized to appropriate $1,101 from the
Council's Contingency Account balance to cover the costs of fees and of providing services for the
Carlsbad Christmas Bureau.

Subject: Council Presentation for Carlsbad Christmas Bureau
To Whom It May Concern in the Carlsbad City Manager's Office
It is hard to believe but it is that time again. I would like to request the opportunity to make a
presentation to the Carlsbad City Council regarding their annual participation with the Carlsbad Christmas
Bureau. I have been informed that October 21st would be the preferable date, and I am therefore
requesting the presentation on that night. Jessica Fields has been kind enough to prepare the agenda bill
on our behalf. I anticipate that the presentation would last no longer than 5 minutes as I will make a brief
presentation of last years outreach and receive any questions that the Council members might have. Your
consideration in this matter would be greatly appreciated. If you need additional information, please do
not hesitate to contact me.
