ENG AUTHORIZATION OF APPLICATIONS FOR THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD GRANT PROGRAMS DEPT. HEAD CITY ATTY. CITY MGR. (/A RECOMMENDED ACTION: Adopt Resolution No. 2008-293 authorizing applications for the California Integrated Waste Management Board Grant Programs and authorizing the Public Works Director, or his designee, to sign all related grant documents for a period of five years. ITEM EXPLANATION: The California Integrated Waste Management Board (CIWMB) is administering three (3) grant programs to encourage the reduction of landfill disposal and stockpiling of California waste tires. The CIWMB will award the grants on a competitive basis. The proposed funding allocation for Fiscal Year 2008-09 is over eight million dollars statewide. As part of the City's ongoing Pavement Management Program, rubberized asphalt concrete and rubberized chip seal will be utilized in the summer of 2009 and in future years. Both of these materials are eligible for grant funds from CIWMB. Staff recommends that the City Council authorize application submittal and signature authority for all CIWMB grant-related documents to the Public Works Director or his designee for a period of five years from the date of adoption. This delegation of signature authority will make the grant application and administration process more timely and efficient. ENVIRONMENTAL IMPACT: The proposed grant application is exempt from environmental review under the California Environmental Quality Act Section 15061(b)(3), because it can be seen with certainty that there is no possibility that the grant application may have a significant impact on the environment. FISCAL IMPACT: If the City's grant application is approved by CIWMB, the funds will be used to supplement the Pavement Management Program funding which comes from TransNet Local funds and Non-Jurisdictional Fees. The CIWMB grants have a funding limit of $250,000 per grant program. The actual grant amount will be based on the grant program and the material selected. EXHIBITS: 1. The amount for each grant was $50,000 which was the maximum allowed at that time.
