Ct/ — RECOMMENDED ACTION: Introduce Ordinance No.CS-014 to establish a prima facie 40 mile per hour speed limit upon The Crossings Drive from Palomar Airport Road to its northerly terminus. ITEM EXPLANATION: The Crossings Drive (formerly Hidden Valley Road) is unclassified in the Circulation Element of the General Plan. It provides access to the LEGOLAND service entrance, back entrance to the Sheraton Hotel, and is the only access to The Crossings at Carlsbad municipal golf course. The Crossings Drive is a cul-de-sac street about 0.43 miles in length with a generally straight alignment. It has a curb to curb width that varies between 40 and 64 feet with sidewalk installed along the entire west side and only on the most northerly 425 feet of the east side. Street lights have been constructed on both sides of the road. Vertical grades on The Crossings Drive range from 4.54% to 10% and the road has a 24-hour average daily traffic volume of 4,700 vehicles. At their meeting on October 6, 2008, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a prima facie speed limit upon The Crossings Drive. The Commission recommended, by a 3-0 vote, that a 40 mile per hour prima facie speed limit be established upon The Crossings Drive from Palomar Airport Road to its northerly terminus. The current version of the Engineering and Traffic Survey for The Crossings Drive is on file in the office of the City Traffic Engineer. ENVIRONMENTAL IMPACT: The installation of an official traffic control device is a project that is a Class 1 categorical exemption (minor alteration of existing structure or facility) and is, therefore, exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), Section 15301(c). FISCAL IMPACT: Installing two speed limit signs upon The Crossings Drive will cost about $250. available in the Public Works Street Department budget. Sufficient funds are EXHIBITS: 1.
