ITEM EXPLANATION:
Truck routes were first established in Carlsbad in 1972. Revisions to the truck route ordinance have been
made in subsequent years, including the designation of new truck routes after roads were constructed.
Intercity commercial vehicles (through traffic) exceeding a gross vehicle weight rating (G.V.W.R.) of seven
tons (14,000 pounds) are restricted to using streets in Carlsbad designated as a truck route. Drivers in
vehicles exceeding seven tons may deviate from a truck route in Carlsbad at an intersection nearest their
destination to reach a location that is not on a truck route. Through the determination of properly
established truck routes, vehicles operators may be less inclined to use inappropriate streets as a "short-
cut" through Carlsbad.
The authority to restrict commercial vehicles to designated streets in Carlsbad is found in the Carlsbad
Municipal Code Chapter 10.32. There are several reasons for designating streets as a truck route. One is to
provide for the management of commercial vehicle operations of vehicles over seven tons G.V.W.R. to
address community quality of life concerns and the other is for traffic operations issues. Large vehicles
restricted to appropriate routes promote the health, safety, and welfare of the public and do not create an
undue hardship on other users of the transportation network.
Specific criteria when consideration is given to establishing a truck route includes, but is not limited to:
• Reasonable alternative route is provided.
• The character and frequency of commercial vehicle traffic on the proposed truck route is compatible
with the affected area to the greatest extent possible.
• The roadway should be functionally classified on the Circulation Element map as either a collector
road or arterial road.
• One portion of the community should not be unduly burdened with commercial vehicle traffic at the
expense of relieving other portions of the community from commercial vehicle traffic.
At their meeting of July 7, 2008, the Traffic Safety Commission recommended, by a 3-0 vote, that a portion
of El Fuerte Street be designated as a truck route. The Commission determined that El Fuerte Street from
Palomar Airport Road to Faraday Avenue was suitable as a truck route for several reasons. The
Commission noted that this portion of El Fuerte Street was classified in the Circulation Element as a
secondary arterial, the roadway structural section was sufficient for heavy vehicles, El Fuerte Street is a
logical connection to two existing streets designated as truck routes, namely Palomar Airport Road and also
Faraday Avenue, and this segment of El Fuerte Street serves two adjacent industrial parks.

ENVIRONMENTAL IMPACT:
The designation of a Circulation Element roadway as a truck route does not involve expansion of use
of the roadway and, therefore, is a Class 1 categorical exemption and is exempt from the
environmental review process under the provisions of the California Environmental Quality Act
(CEQA) section 15301(c).
FISCAL IMPACT:
Revision of the Carlsbad municipal code to designate a portion of El Fuerte Street as a truck route will
require signs to be posted on the road indicating that this portion of El Fuerte Street is a truck route.
Installation of four truck route signs will cost about $600. Sufficient funds exist in the Public Works
Streets Department budget.

6 The City Council of the City of Carlsbad, California, hereby ordains as follows:
7 SECTION 1: That Title 10, Chapter 10.32 of the Carlsbad Municipal Code is amended
g by the revision of Section 10.32.091 to read as follows:
o "The prohibition set forth in Section 10.32.090 shall not apply to the
following streets and portions of streets which are designated and

11 (a) Carlsbad Boulevard from the northerly city limits to the
southerly city limits;
12 (b) Carlsbad Village Drive from Carlsbad Boulevard east to
Interstate 5 Freeway;
13 (c) Tamarack Avenue from Interstate 5 Freeway to Carlsbad
Boulevard;
14 (d) Cannon Road, from Carlsbad Boulevard to El Camino Real;
(e) Interstate 5 Freeway, northerly city limits to southerly city limits;
15 (f) Palomar Airport Road from Carlsbad Boulevard to easterly city
limits;
16 (g) El Camino Real from northerly city limits to southerly city limits;
(h) Repealed by Ord. 3216 §1;
17 (i) La Costa Avenue from the westerly city limits to El Camino
Real;
