ENG ESTABLISH A PRIMA FACIE SPEED LIMIT UPON CORTE DE LA VISTA DEPT. HEAD CITY ATTY. CITYMGR. '(£/. RECOMMENDED ACTION: Introduce Ordinance No.CS-019 to establish a prima facie 35 mile per hour speed limit upon Corte de la Vista from the Alicante Road/El Fuerte Street intersection to its terminus. ITEM EXPLANATION: Corte de la Vista is a local road that intersects the Alicante Road/El Fuerte Street intersection in a "T" intersection configuration. The road has one traffic lane in each direction and a curb to curb width of 40 feet. Concrete curb, gutter and sidewalk has been constructed on both sides of Corte de la Vista. Street lights are located only on the north side of the road. Metal guardrail has been installed on the south side of the road and on-street parking is allowed on both sides of Corte de la Vista. The road is 0.40 miles in length with five streets intersecting Corte de la Vista. The road follows a generally straight alignment with no centerline striping installed. Corte de la Vista has low traffic volumes, with 1,057 vehicles per day measured from a two- way traffic count in September 2008. At their meeting on October 6, 2008, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a prima facie speed limit upon Corte de la Vista. The Commission recommended, by a 3-0 vote, that a 35 mile per hour prima facie speed limit be established upon Corte de la Vista from the Alicante Road/El Fuerte Street intersection to its terminus. The current version of the Engineering and Traffic Survey for Corte de la Vista is on file in the office of the City Traffic Engineer. ENVIRONMENTAL IMPACT: The installation of an official traffic control device is a project that is a Class 1 categorical exemption (minor alteration of existing structure or facility) and is, therefore, exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), Section 15301 (c). FISCAL IMPACT: Installing two speed limit signs upon Corte de la Vista will cost about $250. Sufficient funds are available in the Public Works Street Department budget.
