RECOMMENDED ACTION:
Adopt Resolution Nos. 2008-322 and 2008-323 appointing two
members to the Sister City Committee.
ITEM EXPLANATION:
At the City Council meeting of September 23, 2008, the City Council appointed two
members to the Sister City Committee. The two remaining appointments were continued as
follows:
The term of Peter Yin expired in April 2008. He was appointed in April 2005 to fill an unexpired
term. Mr. Yin has served three years and two months.
Paul Thompson resigned from the Sister City Committee in July 2008. Mr. Thompson was
appointed in August 2006, leaving an unexpired term. This term expires in April 2010.
Applications received in calendar year 2008 are on file in the Office of the City Clerk.
Other members of the Sister City Committee are: Carrie Bedord, Kurt Burkhart, Edna
Gibson, Tom Hersant, Esther Lahargoue, Harriet Morris, and Jacquie Thye.
Copies of applications received in calendar year 2008 are on file in the Office of the City
Clerk.
NOTE: Members of the Sister City Committee are subject to the provisions of the
Political Reform Act, and must file a Statement of Economic Interests.

Dear Mayor Lewis:
With mixed emotions, I herewith submit my resignation as a member of the Sister City Committee. You may
recall from our phone conversation a couple of years ago when we were discussing my joining the Sister City
Committee that I was a big fan of Sister City international and it success in promoting civil society, global
education, international commerce and most importantly cross-cultural understanding. I was honored to
represent Carlsbad (at no expense to the city) and our Sister City Committee at the opening of the spa season in
Karlovy Vary, The Czech Republic just a little over a year ago.
I have come to this decision for two reasons: First, as you may be aware, I am the CEO of an international
philanthropic foundation, BetterWorld Together Foundation, located in Temecula. My travel schedule, meeting
schedule (not to speak of the commute) and other community service commitments (Carlsbad Chamber Board of
Directors and Executive Committee, Co-Chair of the Chamber Sustainability Committee, Board of the Agua
Hedionda Lagoon Foundation, and several other nonprofit boards including Imagine Carlsbad) has led me to the
belief that I am presently over-committed. Secondly, as one does in a medical triage situation, I have assessed
my present commitments from the perspective of where I can make the greatest impact. I am sad to say, despite
my belief in the potential of the Sister City program, that I have felt profoundly "unempowered" as a member of
Carlsbad's Sister City Committee. I have come to realize that that this has apparently been the view of many
previous members of the Committee who have commiserated about the incapacity of this committee to achieve
any significant impact that even slightly begins to be valued by or whose impact is felt by the citizens of Carlsbad.
Several current members of the Committee are similarly frustrated and demoralized.
I want you to know that I am really not the kind of guy that quits something once I make a commitment to
something. I have tried to look beyond these frustrations over the past couple of years, hoping that If we just kept
working we would gain some ground. Sadly, I now believe that the present structure and profound lack of
progressive and supportive staff work, and what feels like a significant lack of understanding and support for the
work and mission of the Sister City Committee by the members of the City Council are all impediments that are
presently too great for me to feel that we can make the changes necessary to achieve what other city's have been
able to achieve with their Sister City programs.
I therefore, tender my resignation from this committee immediately. I would be happy to make myself available to
you or anyone to whom you might delegate the responsibility, to speak about these concerns. I remain a very
happy resident of Carlsbad and will continue to invest my time and energy in efforts that will contribute to growing
the quality of life in Carlsbad.
