RECOMMENDED ACTION:
Adopt Resolution No. 2008-326 appropriating funds and authorizing advertisement for bids for
the Repair of Palomar Airport Road Bridge over Carlsbad Boulevard, Project No. 4700.
ITEM EXPLANATION:
Richard Brady and Associates were retained to investigate the condition of the Palomar Airport Road
Bridge over Carlsbad Boulevard, which was built in 1952. Investigations have revealed that the steel
guardrails are moderately to severely corroded and need to be replaced. In addition, corrosion of
reinforcing steel has caused the overlying concrete to crack and spall in some areas of the bridge.
Richard Brady and Associates have recommended that the damaged concrete areas be removed,
corroded reinforcing steel be replaced, and resulting voids and cracks filled with epoxy mortar. As a
preventative measure, sacrificial anodes and corrosion inhibitors have been recommended. The
sacrificial anodes are designed to neutralize new corrosion by introducing zinc anodes which are
more reactive, and therefore corrode preferentially, to the reinforcing steel. The corrosion inhibitor is
a spray-on chemical coating for the concrete structure which forms a protective layer that mitigates
the corrosion process. This project will repair the Palomar Airport Road Bridge over Carlsbad
Boulevard utilizing the repair methodologies outlined above as recommended by Richard Brady and
Associates.
ENVIRONMENTAL IMPACT:
This project is a Class 2 categorical exemption (replacement or reconstruction of existing structures or
facilities) and is, therefore, exempt from environmental review pursuant to Section 15302 of the
California Environmental Quality Act (CEQA).
FISCAL IMPACT:
The original scope of Capital Improvement Project No. 4700 was to repair the guardrail on the
Palomar Airport Road Bridge over Carlsbad Boulevard. As a result, only $130,000 was budgeted in
the General Capital Construction Fund for completion of the guardrail repair as indicated below.

However, during Richard Brady and Associates' bridge analysis, areas of corroded reinforcing steel
and cracked and spalling concrete were identified. To address these problems and combat future
corrosion, staff estimates an additional appropriation of $944,000 is needed to complete this project.
See Table 1 below.

Sufficient Proposition 42 funds exist to repair the Palomar Airport Road Bridge over Carlsbad
Boulevard. These funds currently reside in the TransNet Fund and the Proposition 42 Fund. The
Proposition 42 funds remaining in the TransNet Fund are no longer needed for TransNet projects.
Staff is recommending transferring the remaining Proposition 42 funds residing in the TransNet Fund
($827,990) to the Proposition 42 Fund to complete the project.
The contract for this project will require prevailing wages be paid per sections 1770, 1773, and 1773.1
of the Labor Code.

WHEREAS, the City Council has determined it necessary and in the public interest to

repair Palomar Airport Road Bridge over Carlsbad Boulevard; and

WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
8
equipment, transportation, and other expenses necessary and incidental to the Repair of Palomar
9
Airport Road Bridge Over Carlsbad Boulevard, Project No. 4700, have been prepared and are on
10
file in the Engineering Department of the City of Carlsbad and are incorporated by reference
11
herein; and

WHEREAS, there are insufficient funds in the project account to complete the Repair of

WHEREAS, there are sufficient Proposition 42 funds to complete the project.

4. That the Finance Director is hereby authorized to appropriate $944,000 from the

Proposition 42 Fund to complete the project.

5. The City Clerk is hereby authorized and directed to publish, in accordance with
26 State law, a Notice to Contractors Inviting Bids for the Repair of Palomar Airport Road Bridge
