RECOMMENDED ACTION:
Adopt Resolution No. 2008-336 , accepting bids and awarding the construction contract to
Valley Coast Construction, Inc. for the Event Area Expansion at Leo Carrillo Ranch Historic
Park, City Project No. 45031.
ITEM EXPLANATION:
On October 7, 2008 the City Council authorized the bidding for the Leo Carrillo Event Area
Expansion.
The attached Concept Plan for the Patio Event Area Expansion, (Exhibit 2) depicts the items
that will be included in the new construction, including:
- Approximately 2,000 square feet of new flagstone patio
- Flagstone seat wall
- Low voltage lighting
- Electrical service to serve band set ups
- Service road improvements (access road for caterers)
- Incidental landscape planting
- Restoration of turf area between hacienda patio and event area expansion
- Decomposed granite pathway to connect existing lower hacienda patio to new event
patio area
On December 2, 2008, fourteen (14) bids were received for the project. The bids received
ranged from the lowest bid of $164,426 to the highest bid of $206,791. The Engineers estimate
is $210,000.
The table below lists the 4 lowest bids received and the corresponding bids.

FISCAL IMPACT:
Sufficient funds are available in the Carrillo Ranch Event Area Expansion Project to cover the
estimated construction costs of the project. A total of $267,000 in Park-in-Lieu Development
Southeast Quadrant funds has been appropriated in the 2008-09 Capital Improvement Program
budget for the project. A summary of the project funding is outlined below.

Estimated annual revenue for rental of the event patio area is approximately $25,000. Estimated
annual maintenance and operations costs for the event expansion are $16,200.
ENVIRONMENTAL IMPACT:
The Leo Carrillo Ranch Park Master Plan was originally approved by the Planning Commission
with a Mitigated Negative Declaration, on November 11, 1999 (Planning Commission Resolution
No. 4694). Planning staff has reviewed the proposed project and the Planning Director has
determined that the proposed project is within the scope of the prior environmental documents
and that no further environmental documentation is required per CEQA Guideline Sections
15162.

WHEREAS, the City Council of the City of Carlsbad, California, has determined it
6
necessary, desirable, and in the public interest to provide for an event area expansion at
7
Leo Carrillo Ranch Historic Park; and8
9 WHEREAS, funds are available in the Leo Carrillo Event Area Expansion Project
10 No. 45031 for the construction of the event area expansion; and
11 WHEREAS, the City Council, of the City of Carlsbad, California has previously
12 adopted Resolution No. 2008-278, approving the plans and specifications and authorizing
13 the advertisement for the bidding for the Project; and
14 WHEREAS, fourteen (14) sealed bids were received and opened in public by the
15 City of Carlsbad on December 2, 2008 for the Project; and
16
WHEREAS, it was determined that Valley Coast Construction, Inc. is the lowest
17
responsive and responsible bid received; and
18
WHEREAS, The City Council of the City of Carlsbad, California, has determined
20 it necessary, desirable and in the public interest to award the Project contract to Valley
21 Coast Construction, Inc.; and
22 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
23 Carlsbad, California, as follows:

1. That the above recitations are true and correct.

2. Funds are available in the Leo Carrillo Event Area Expansion Project No.

45031 for the estimated construction costs of the event area expansion at27
__ Leo Carrillo Ranch Historic Park."2
That the bids received and opened by the Public Works Contract
Administrator for the Leo Carrillo Ranch Event Area Expansion, City
Project 45031, on December 2, 2008 are hereby accepted and the lowest
4 responsive, responsible bid received is hereby determined to be that bid
5
submitted by Valley Coast Construction, Inc., in the amount of $164,426.

That the bid received from Valley Coast Construction Inc., is accepted and
that the contract is hereby awarded to Valley Coast Construction Inc. and
that the Mayor is authorized to execute said contract on behalf of the City.
5. That the City Manager is hereby given the authority to approve
construction change orders, singly or in aggregate, for the Project up to
the amount not to exceed the Project budget.
