REVISED SALARY SCHEDULE FOR
CLASSIFICATIONS REPRESENTED BY

RECOMMENDED ACTION:
Adopt Resolution No. 2009-004 amending the Salary Schedule effective the pay period
including January 1, 2009, for classifications represented by the Carlsbad Firefighters'
Association, Inc.
ITEM EXPLANATION:
On March 4, 2008, the City Council adopted Resolution No. 2008-062 approving a
Memorandum of Understanding (MOD) with the Carlsbad Firefighters' Association, Inc. (CFA).
The term of the MOD is two (2) years and will expire on December 31, 2009.
The terms of the MOU with CFA call for a 3.4% general wage increase effective the pay period
including January 1, 2009. Therefore, attached is the revised salary schedule for classifications
represented by the Carlsbad Firefighters' Association, Inc.
Consistent with the Personnel Rules and Regulations, it is recommended that the City Council
delegate to the City Manager or his/her designee the authority to amend salary schedules in the
future so that the schedules are in accordance with approved Memoranda of Understanding.
FISCAL IMPACT:
The annual cost of salary adjustments and related benefits is estimated at $297,300. The fiscal
impact of amending the salary schedule during FY 2008/09 is estimated at $148,600. Sufficient
funds are available from current appropriations in the 2008/09 operating budget.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15738, these
amendments do not constitute a "project" within the meaning of CEQA and therefore, does not
require an environmental review.

6 WHEREAS, representatives of management and the Carlsbad Firefighters'
7 Association, Inc. conducted negotiations pursuant to the Meyers-Milias-Brown Act
8 regarding wages and other terms and conditions of employment for the period
9
January 1, 2008 to December 31, 2009; and
10 WHEREAS, said representatives reached agreement and submitted the
11
Memorandum of Understanding to the City Council which was approved; and
12
WHEREAS, the terms of the Memorandum of Understanding call for a 3.4%
general wage increase effective the pay period including January 1, 2009, and
15 WHEREAS, funds for this salary adjustment are available and have been
16 included in the General Fund operating budget for Fiscal Year 2008/09; and
17 WHEREAS, the City Council has determined that the Personnel Rules and
18 Regulation allow for the delegation of authority to the City Manager or his/her designee
19 to amend salary schedules in the future, in order to maintain agreement with approved
20 Memoranda of Understanding.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

Carlsbad, California, as follows:

24 1. That the above recitations are true and correct.
25 2. That the Carlsbad Firefighters' Association, Inc. Salary Schedule set forth
26 in Attachment A, attached hereto and made a part thereof, is adopted.

3. That the City Manager or his/her designee is authorized to amend salary
schedules in accordance with approved Memoranda of Understanding.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 6tb day of January ,
2009, by the following vote:
AYES: Council members Lewis, Kulcbin, Hall, Packard and Blackburn.
NOES: None.
