(j^ — RECOMMENDED ACTION: Adopt Resolution No. 2009-018 appointing members to the City's Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) Funding Advisory Committee. ITEM EXPLANATION: The City receives federal funds to assist lower income families and individuals through the CDBG and HOME Programs. The Citizen Participation Plan required for Carlsbad's CDBG/HOME Program specifies the formation of a seven member Funding Advisory Committee to make recommendations regarding funding allocations to the City Council. The Mayor, subject to the majority concurrence of the City Council, appoints seven members to the Committee with the following representation: one Housing Commissioner, one Planning Commissioner, one Senior Commissioner, and four citizens-at-large, one from each quadrant of the City. The following Committee Members were appointed for two-year terms on December 18, 2007: Housing Commission Senior Commission Northeast Quadrant Doris Richie Peggy Savary Kathy Blackburn The Mayor has received the following recommendations for appointments to the Committee: Planning Commission Northwest Quadrant Southeast Quadrant Southwest Quadrant Farrah Douglas James Sweeney Joan Kindle Frank Hutchins Staff recommends that Council adopt the attached Resolution appointing new Committee Members as recommended above for two-year terms. FISCAL IMPACT: There is no fiscal impact to City Funds when appointing Committee Members. EXHIBITS: 1. COUNCIL ACTION: APPROVED DENIED CONTINUED WITHDRAWN AMENDED * D Dn CONTINUED TO DATE SPECIFIC CONTINUED TO DATE UNKNOWN RETURNED TO STAFF OTHER - SEE MINUTES D D D D V CITY COUNCIL RESOLUTION NO. 2009-018 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPOINTING MEMBERS TO THE CITY OF CARLSBAD'S COMMUNITY DEVELOPMENT BLOCK GRANT/HOME INVESTMENT PARTNERSHIP FUNDING ADVISORY COMMITTEE FOR PROGRAM YEAR 2QQ9-2Q10, 5 WHEREAS, the Citizen Participation Plan for Carlsbad's Community Development Block Grant 6 (CDBG)/Home Investment Partnership (HOME) Program specifies the formation of a seven member 7 citizen advisory committee to make recommendations regarding CDBG funding allocations to the City Council; and 9 WHEREAS, the Citizen Participation Plan further specifies that the City Council shall appoint 10 seven members to the CDBG Funding Advisory Committee with the following representation: one 11 Housing Commissioner, one Planning Commissioner, one Senior Commissioner, and four citizens-at- 12 large (one from each City Quadrant); and 13 WHEREAS, the City Council appointed Peggy Savary, Kathy Blackburn and Doris Richie to the 14 Advisory Committee for two-year terms on December 18, 2007, and all other Advisory Committee 15 Members from the 2008-2009 Program Year have completed their two-year terms. 16 NOW, THEREFORE, BE IT RESOLVED as follows: 17 1. That the above recitations are true and correct. 18 2.
