RECOMMENDED ACTION:
Adopt Resolution No. 2009-031 _ authorizing the Carlsbad City Library to apply for a
grant from the California State Library for the 2009/2010 Public Library Staff Education
Program, accepting any funds awarded and directing the City Finance Department to
appropriate the funds to the Library's Administration budget for tuition reimbursement.
ITEM EXPLANATION:
The grant was developed by a team of public library directors and staff in response to the
results of a survey conducted in 1998 and seeks to address the formal library education
needs of California public library staff seeking a Master's degree in library and information
science. Eligible applicant libraries must apply for the grant funds on behalf of their staff that
qualify for tuition reimbursement under this program.
Carlsbad City Library has applied for and received grant money from this program for part
time library employees every year since.its inception and currently has one employee who
was selected to receive a grant award for this academic year.
The Carlsbad City Library has several employees who meet the eligibility for applying for the
grant and have expressed interest but have not yet submitted their application packets. Due
to the deadline for applications and the Council calendar, the Carlsbad City Library is
requesting at this time approval to apply for the grant money on behalf of those employees
who submit an application.
FISCAL IMPACT:
Awards will be made on a competitive basis and in amounts determined by actual tuition fees
for the academic year. If awarded the grant, the money will be sent to the City and the
Library Director together with Finance and Human Resources staff will be responsible for
administering the tuition reimbursement to the staff member(s) designated in the award letter
in accordance with the guidelines provided.

ENVIRONMENTAL IMPACT:
Applying for the grant does not qualify as a project under the California Environmental Quality
Act (CEQA Guidelines Section 15378) and no environmental review is required.

RE: 2009/1 0 Public Library Staff Education Program (PLSEP)
I am pleased to announce the 2009/10 Public Library Staff Education Program. The
program, which was developed by a team of public library directors and staff, assists you
in your efforts to encourage existing staff members to pursue their MLIS degree. The
new program guidelines and application materials for this competitive tuition
reimbursement grant program are attached to this email, and will also be available soon
on our website at http://www.library.ca.gov/grants/lsta/lsta_app_09_10.html.
After reviewing the information, please distribute this information to interested staff. Be
advised that although we have not yet received federal Library Services and Technology
Act funds for 2009/10 to support this program, the necessary efforts are underway.
This program has become highly competitive in recent years. We give priority to past
grant recipients who are continuing their studies toward their MLIS degree. Then any
remaining funds allotted to this program are used for PLSEP awards to new applicants.
Depending upon the number of past recipients continuing their studies in any given year,
the number of new applicants awarded funding has ranged anywhere from 65% of new
applicants in a given year, to as low as only 9% of new applicants in another year. Due
to the high number of past recipients who we anticipate will be continuing their studies in
the upcoming grant year, we do anticipate that 2009/10 will be a very competitive year
for new applicants.
Please note the deadline for receipt of applications is 4:00 p.m., March 18, 2009.
