(XA RECOMMENDED ACTION: Adopt Resolution No. 2009-032 accepting the recommendations of the Community Activity Grants Citizen Review Committee allocating funds to the organizations identified. ITEM EXPLANATION: Under the guidelines established in Council Policy No. 51 (Exhibit 1), a seven-member Citizen Review Committee was appointed by the City Council to review the 2008-09 Community Activity Grant applications and make recommendations to Council. These guidelines specify that a review panel be made up of one representative from each quadrant of the City, one Senior Commission member, one Library Board member, and one Parks and Recreation Commission member. The grant applications were due to the Finance Department by October 31, 2008. A total of 17 grant applications were received with funding requests for 18 programs totaling approximately $188,000. The Citizen Review Committee met during the month of December, reviewed the applications and evaluated the grant requests based on level of enrichment, organization experience and scope of the projects. As a result of their review and evaluation, the Citizen Review Committee decided to recommend funding for eight (8) of the 18 requests that best met the Community Activity Grant Criteria, for a total of $40,000. The table in Exhibit 2 summarizes the grant requests and the .Citizen Review Committee's recommendations for funding. FISCAL IMPACT: The 2008-09 operating budget contains an appropriation of $40,000 for Community Activity Grants. No further appropriation would be required. EXHIBITS: 1. Council Policy No. 51 2. This has included the allocation of funds to agencies that provide various enrichment programs to Carlsbad residents and visitors. During the 2003-04 budget process, the City Council directed a council subcommittee to evaluate the current process and recommend changes to facilitate that process. The following policy outlines those changes. PURPOSE: To establish the process for distributing funds for community activities. POLICY: 1 . It is the policy of the City of Carlsbad to allocate funds for community activities. 2. Organizations funded under this policy may receive grants for no more than 3 years, with the exception of the Community Activity Grant. Organizations funded by the Community Activity Grant may receive grants for 3 years and then cannot apply for grant funding for a minimum of 2 years. After at least a 2 year hiatus, organizations can again apply for grant funding and receive a maximum of two additional years of grant funding. 3. Community Activity Grants a. These grants provide funding for enrichment programs for the community. b. The amount of funds to be allocated will be determined annually during the budget process. c. Once the budget is adopted interested groups will be notified of the application process. d. The application process will consist of the following: i. City application for funds ii. Public hearing before a citizen review panel iii. Recommendations submitted to City Council. EXHIBIT 1 Page 2 of2 e. The City Council will establish a review panel comprised of citizens and city staff to evaluate the applications, and make recommendations to the City Council. The review panel will be comprised of the following: One representative from each quadrant of the City, one member of the Senior Commission, the Library Board, and the Parks & Recreation Commission. f. The review panel will consider the provision of matching funds from other sources in evaluation of the applications. 4. Special Event Grants a. These grants provide city funding for Special Events in the city of citywide interest. b. These grants can be requested any time of the year. c. The requests will be funded from Council's contingency account. d. The application process will consist of the following: i. Special event application ii. Special Event Grant supplemental application iii. Approval of special event by special events committee iv. Allocation of funding by the City Council 5. Winning Teams Grants a. These grants provide funding to youth teams to offset the cost of travel expenses to national championship competitions. b. These grants can be requested any time of the year. c. The requests will be funded from Council's contingency account. d. Eligibility requirements are: i. The participants are all 18 years of age or under, ii. The group or team is an organized non-profit corporation or agency, iii. The request for funding must be made prior to the date of the event, iv. At least 90% of the participants in the team or group are residents of Carlsbad. e. The application process will consist of the following: i. Written request to Council ii. Allocation of funding by the City Council 6. This policy may be amended as necessary. Gary Nessim PROGRAM DESCRIPTION Holidays in the Village - Brings the community of Carlsbad to the Village to partake in a full month of activities including decor projects/contests, lamppost : decorating, holiday street performers, strolling musicians, carolers and local school performance • groups. Sculpture By The Sea - Program entering its second iyear and is a unique community event open to all of : Carlsbad residents as well as visitors. The program ! offers free sculpture instruction with a live model i overlooking the Pacific Ocean. i Leadership Academy - A one week intensive | academic, residential experience to prepare high- jachieving 10th an 11th grade high school Latino boys currently attending North County schools for the rigors of j college life. {Ceramic Tile Wall Mural - An art project to enhance the aesthetics of the community. This project will install a ceramic tile mural of waves on a concrete block wall at I Carlsbad Village Drive east of Highland Drive. Phoenix House San Diego IMPACT Program - This program provides low income Carlsbad adolescents (ages 13-18) with 3-6 months of outpatient substance abuse and mental health counseling. Community Resource Center Imagine Carlsbad Holiday Baskets Program - This 26 year old program provides low income Carlsbad residents with food products, turkeys, toys and vital household items. Carlsbad Village Improvement Partnership 9 Carlsbad Aces Imagine Carlsbad - A grassroots program that provides a forum for Carlsbad residents to discuss pertinent issues facing the City. Funding would be used to pay for I operating expenses and equipment. (Preferred Shopper Program - Creation of discount card program for shopping at Carlsbad Village merchants. Carlsbad Wave Soccer Carlsbad Aces Softball - A program for Carlsbad high $ 10,000 school girls to continue to play Softball after the high school season is over. Operation School Bell - Provides funding for low income Carlsbad children to purchase clothing for the i new school year Access College Program - Provides educational $ 5,950 forums and seminars for low income prospective college students and their parents. These forums and seminars teach the students and parents how to access college grants and financial aid. Kids Care - A six week science enrichment program for $ 5,000 up to 120 children (ages 5-12). Mothers of Preschoolers - a non denominational, non $ 2,300 profit Christian organization that provides a caring support group for mothers of preschoolers. _ j_ Assistance League Programs - Footsteps, Health Kits, Home Alone, Baby Real Deal, World of Books, Emergency Clothing. These programs provide shoes, j toiletries, books and classes to Carlsbad residents. Carlsbad Community Theatre - This premiere theatre group provides quality children/adult productions to the community. [Police Explorer Program - Program open to all teens ages 14-21 to teach them about possible future careers in law enforcement. [Carlsbad Wave Futbol Club - Soccer organization for the children of Carlsbad and North County.
