That the City Council ADOPT Resolution No. 2009-034 . AUTHORIZING the filing of an
application for Smart Growth Incentive Program Planning Grant funds through the San Diego
Association of Governments for the Barrio Area Land Use Study, committing the necessary local
match for the project, and stating the assurance of the City of Carlsbad to complete the project.
ITEM EXPLANATION:
In 2004, San Diego County voters approved the forty-year extension of TransNet, the half-cent
sales tax measure that will provide an estimated $14 billion in funding for a variety of transportation-
related planning, infrastructure and environmental mitigation projects. The extension authorized
$280 million in funding for the Smart Growth Incentive Program (SGIP), which is intended to
promote transportation-related infrastructure improvements and planning activities that will better
coordinate transportation and land use in the San Diego region.
The SGIP funds competitive grants for capital and planning projects. Eligible smart growth capital
projects may include public plazas, streetscape enhancements, traffic calming features, transit
station amenities, and other innovative improvements supporting smart growth. Eligible planning
projects may include comprehensive planning efforts such as new community, master, or specific
plans or updates to existing general plans or specific plans. Smaller-scale neighborhood planning
activities are also eligible, such as traffic calming and mobility plans, feasibility studies for future
capital improvements, or planning efforts to make smart growth zoning changes.
For the 2009-2010 funding cycle, SANDAG expects that $9.7 million will be available for
distribution, up to 20 percent of which will be available for planning grants, and at least 80 percent
to be allocated to capital projects.
Representatives of the City's Engineering and Planning departments met to discuss potential
projects for SGIP funding. After reviewing SANDAG's Smart Growth Concept Map, project eligibility
and award criteria, and required timelines, staff concluded there were no suitable capital projects at
this time. However, staff recommends that the City pursue funding for a planning grant to study and
implement land use changes in the Barrio "Potential" Smart Growth Opportunity Area, located south
of the Village Redevelopment District generally bounded by Interstate 5 on the east and the NCTD
railroad tracks on the west, and extending southward to Tamarack Avenue (see Exhibit 2 for
location map).

There has been significant community interest in additional planning for this 128-acre district for
quite some time. The area was the subject of an uncompleted master planning effort in the mid-
1990's, and more recently the City has received a number of requests from community members to
begin such revitalization study efforts again. Stakeholders have advocated that despite the
significant facility improvements the City has made in recent years, private investment in the area is
unlikely to occur until land use and development regulations are updated to respond to current
conditions. At a study session in December 2007, and subsequent 2008 Goal-setting workshop,
the City Council discussed including the Barrio for focused planning in conjunction with the broader
community visioning and comprehensive General Plan update now underway. In July of last year,
at the City's recommendation, the SAN DAG Board of Directors added the Barrio area to the Village
Smart Growth Opportunity Area. This action made the district eligible for SGIP grants. Additionally,
the draft 2005-2010 Housing Element Update notes the need and desire to provide incentives for
reinvestment in the Barrio, both as a means to improve the quality of life for current residents and to
meet a portion of the city's future housing needs.
The Barrio Area Land Use Study would identify, evaluate and, as appropriate, implement changes
in order to encourage private reinvestment in the area. Such changes that the study may consider
would be increasing residential densities, creating provisions for mixed-use and non-residential
development in appropriate locations, and recommending streetscape improvements to enhance
the district's walkability and connection to Village shopping and the transit center to the north. The
study would consider mixed use development standards and residential densities consistent with
smart growth planning principles and achieve regional housing needs objectives contained in the
draft 2005-2010 Housing Element Update (Program 2.1, Adequate Sites). The study would include
a public participation component as land use options are evaluated and recommendations
formulated.
FISCAL IMPACT:
There would be incidental staff time associated with preparing the grant application and, if awarded,
staff time associated with administering grant requirements. If awarded, there is the potential fiscal
benefit of up to $175,000 in SGIP funding to reimburse costs associated with preparing the Barrio
Area Land Use Study and associated implementing policy actions. The local match requirement will
be fulfilled through a combination of in-kind services (i.e., staff time) and $20,000 from the
previously-appropriated $1.8 million budget for the Envision Carlsbad community visioning and
comprehensive General Plan Update program. No additional General Fund appropriation by the
City Council is required. If grant funds are awarded, this will provide the City with resources to
move forward with planning for the Barrio sooner, rather than waiting for the Envision Carlsbad
process to conclude.
ENVIRONMENTAL IMPACT:
Application for grant funds is not a project under the California Environmental Quality Act (CEQA).
If funding is awarded, subsequent preparation of the land use plan and associated General Plan
and Zoning amendments, and any recommended infrastructure improvements will be subject to
appropriate CEQA environmental review.

Incentive Program funding is fixed at the programmed amount, and therefore any cost increase
cannot be expected to be funded through the SGIP program; and
WHEREAS, that the City Council understands that the TransNet funding through
the SGIP program shall not be used to replace other private developer funding that has been or
., will be committed for any project.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City
of Carlsbad:
1. That the above recitations are true and correct;
