CITY MGR. 1 ^$2 'V-J3- <&* iM— RECOMMENDED ACTION: Adopt Resolution No. 2009-035 accepting bids and awarding a contract for the construction of the traffic signal at Faraday Avenue and Rutherford Road, Project No. 6312-1. ITEM EXPLANATION: On December 9, 2008, the City Council approved the plans and specifications for the traffic signal at Faraday Avenue and Rutherford Road, and directed the City Clerk to advertise for construction bids. On January 27, 2009, the following eight (8) sealed bids were received: T&M Electric, Inc. HMS Construction, Inc. Sutherland Contracting, Inc. Christopher R. Morales, Inc. DBX Inc. Lekos Electric, Inc. Republic ITS Steiny and Company, Inc. $145,800 $157,700 $162,203 $185,967 $187,692 $189,750 $191,626 $193,277 ENVIRONMENTAL IMPACT: This project is a Class 1 categorical exemption (minor alteration of existing structure or facilities) and is, therefore, exempt from the environmental review process under provisions of the California Environmental Quality Act (CEQA), Section 15301 (c). A Notice of Exemption has been issued by the Planning Director. FISCAL IMPACT: Sufficient funds are available in the Traffic Signal at Faraday Avenue and Rutherford Road Project to cover the construction costs of the project. A total of $190,000 in Gas Tax funds were appropriated in the 2007/08 Capital Improvement Program. A summary of the project funding is outlined on page 2. LOCATION MAP LEGEND: 0 PROJECT LOCATION fi) EXISTING TRAFFIC SIGNAL NOT TO SCALE PROPOSED TRAFFIC SIGNAL AT FARADAY AVENUE AND RUTHERFORD ROAD EXHIBIT 1 3 1 RESOLUTION NO. 2009-035 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING A CONTRACT FOR THE CONSTRUCTION OF THE TRAFFIC 4 SIGNAL AT FARADAY AVENUE AND RUTHERFORD ROAD, PROJECT NO. 6312-1. _ 5 WHEREAS, the City Council of the City of Carlsbad, California, has determined it 6 necessary, desirable, and in the public interest to construct a traffic signal at the intersection of Faraday Avenue and Rutherford Road; and 8 WHEREAS, eight (8) sealed bids were received on January 27, 2009 for the project: and 9 WHEREAS, the lowest responsive, responsible bid for the project was submitted by10 T&M Electric, Inc., in the amount of $145,800; and WHEREAS, there are sufficient Gas Tax funds available to complete construction of the traffic signal. 1 o NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,14 California, as follows:15 1 . That the above recitations are true and correct. 2. That the low bid submitted by T&M Electric, Inc., in the amount of $145,800, is hereby accepted and the Mayor is hereby authorized to execute a contract on behalf of the City for1o ,Q the construction of the traffic signal at Faraday Avenue and Rutherford Road.ny 3. That the City Manager is hereby authorized to approve construction change 21 orders up to $21,870 for Project No. 6312-1. P2 4. That the award of this contract is contingent upon the bidder submitting the 23 lowest responsible bid executing the required contract and submitting the required bonds and 24 insurance policies, as described in the contract, within twenty (20) days of adoption of this 25 resolution.
