RECOMMENDED ACTION:
Consider the request from Boy Scout Troop 748 and Adopt Resolution 2009-060
ITEM EXPLANATION:
On Sunday April 12, 2009, Boy Scout Troop 748 will hold its 51 st Annual Easter Pancake
Breakfast at the Carlsbad Senior Center. Boy Scout Troop 748 has utilized the Senior Center
for this event since 1990.
The Boy Scouts' Annual Easter Pancake Breakfast typically has approximately 1,000
attendees. Proceeds raised from the Pancake Breakfast ticket sales support scouting
programs their summer camp program.
In the prior fiscal year, Craig Correll, Assistant Scout Master for Troop 748, requested and the
City Council approved to donate $558 to offset the cost of renting the Senior Center Kitchen,
Dining room and Auditorium (total rental charges $1,115) (Exhibits) for its 2008 Annual
Pancake Breakfast.
Current fiscal year, Mr. Correll is requesting that the City Council donate $645 to offset the cost
of renting the Senior Center for this year's event (total rental charges $1,145). (Exhibit 2)
FISCAL IMPACT:
The total rental fee for use of the Senior Center for Boy Scout Troop 748 Annual Pancake
Breakfast is $1,145. Troop 748 is requesting City Council to donate $645 to the Senior Center
to offset a portion of the rental charges. The City's contribution will reduce the financial impact
of the rental fee: Boy Scout Troop748 would be responsible for the balance ($500) of the rental
fees. If approved, the funds would be appropriated from the City Council Contingency fund to
the Recreation Department.

ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 1537B, this
action does not constitute a "project" within the meaning of CEQA and therefore, does not
require an environmental review.

WHEREAS, Boy Scout Troop 748 desires to hold its 51st Annual Easter Pancake

Breakfast at the Senior Center; and
WHEREAS, staff determined the total fee associated with the use of the Senior
10 Center for the 2009 Easter Pancake Breakfast to be $1,145; and
11 WHEREAS, Boy Scout Troop 748 has requested a contribution from the City of
12 Carlsbad City Council in the amount of $645 to offset a portion of the Senior Center
13 facility rental fee; and
14 WHEREAS, Boy Scout Troop 748 would be responsible for the balance of the
15 rental fee ($500); and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

Carlsbad, California, as follows:18
1. That the above recitations are true and correct.
20 2. That the City Council elects to appropriate the funds requested.
21 3. That the Finance Director is hereby authorized to appropriate $645 from the
22 Council's Contingency Account balance to cover the contribution requested and
23 transfer those funds to the Recreation Department.

Pancake Breakfast - Easter Sunday, April 12, 2009
Dear Mr. Mayor, Counsel Members & Ms. Spickard:
This letter is a follow up to multiple communications that I have had with
Parks & Rec. Staff and applications submitted as early as April 18, 2008.
Our 51st annual Pancake Breakfast will be held on April 12, 2009. We are
asking that the city grant us a fee reduction of approximately $644.50 from the
estimated $1144.50 cost of the rental of the Senior Center kitchen, dining room
and auditorium. Troop 748 has budgeted $500 to contribute towards the
rental. We anticipate that we will be serving between 700 and 1000 breakfasts
to Carlsbad citizens and supporters. This is our only Troop fundraiser and all
proceeds go towards financing our Scouting activities through the year.
We make this request as instructed by the City Council at the Council's March
4, 2008, meeting approving last year's reduction.
The Troop has rendered continued service to the community since 1958 and we
look forward to continuing our tradition of community service for many years
to come. Please feel free to contact me or the Troop, if you have any questions.
