HEAD * J<^ CITY ATTY^-^ CITY MGR. dj^- RECOMMENDED ACTION: Adopt Resolution No. 2009-081_ approving a request from Special Olympics Southern California for "In Kind" service assistance for the Law Enforcement Torch Run to be held on June 3, 2009. ITEM EXPLANATION: The City Council provides an opportunity for citizens and organizations to have an item placed on a City Council Agenda by submitting correspondence to the City Manager. The Applicant of the Torch Run was recently changed from the City of Carlsbad to Special Olympics as the legal and financially responsible party. Therefore, costs that were waived for the City are now required of Special Olympics. Attached is an e-mail request from Special Olympics requesting that the City Council consider allocating approximately $944 of "in kind" services to assist with the 2009 Law Enforcement Torch Run taking place on 6-3-09. Special Olympics is requesting the City assume expenses associated with the run, including Police Department traffic services ($494), the special event fee ($300), and the Public Works costs for the traffic control plan, design, and drawing ($150). FISCAL IMPACT: If approved, the fiscal impact would be the cost of providing "in kind" services to the Public Works-Engineering Department ($150) and the Police Department ($794) to be appropriated from the City Council Contingency fund. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15378, this action does not constitute a "project" within the meaning of CEQA and therefore, does not require an environmental review. 2009-081 EXHIBITS: 1. Law Enforcement Torch Run to benefit Special Olympics Southern California, San Die^o County June 2-3, 2009 EXHIBIT 3 The Law Enforcement Torch Run is one of the largest grassroots fundraising programs for Special Olympics. The Law Eniorcernent Torch Run is in its 18' year and raised more than 5900,000 lor the Southern California Chapter in 2008. Officers represent law enforcement agencies throughout the state and raise money through Tip-A-Cop dinners, 5K/10K runs, raffles, car shows, Polar Plunges, golf tournaments and other special events. The Carlsbad Police Department has been supporters ol the Law Enforcement Torch Run by hosting our annual Polar Plunge in February. The Polar Plunge is an event where individuals run into the 60 degree ocean, enjoy music from 40 Prool, and are entertained by companies that provide a booth. The Carlsbad PD also hosts a Claim Jumper Tip A Cop where officers act as celebrity hosts & servers while creating awareness for Special Olympics. They also ran in our Global Torch Run where the Torch was passed through out the world, ending at our Winter Games this past January. Our local Torch Run where Carlsbad PD run through out Carlsbad and pass the torch onto Occanside PD ends at our Summer Games in June, and Corporal Kevin Lehan of the Carlsbad PD was chosen as the officer to run the Torch into the commencement of our Summer Games in 2008.
