RECOMMENDED ACTION:
Adopt Resolution No. 2009-088 approving plans and specifications and authorizing the
City Clerk to advertise for bids for the 2009 Pavement Overlay, Project No. 6001-09OL.
ITEM EXPLANATION:
The 2009 Pavement Overlay Project is part of the City's ongoing Pavement Management Program.
This rehabilitation project will extend the life of various roadways in the northeast quadrant of the City
by applying a rubberized asphalt concrete layer over the existing pavement. Roadways for this project
were selected based on the age and existing condition of the pavement.
ENVIRONMENTAL IMPACT:
This project is categorically exempt from the environmental review process under CEQA Guidelines
Section 15301 Class 1(c) Existing Facilities, of the Public Resources Code (California Environmental
Quality Act).
FISCAL IMPACT:
The current status of the Pavement Management Program is shown in the table below.

Sufficient funds are available to complete this project, as shown above. Remaining Pavement
Management Program funds will be used on future pavement rehabilitation projects.
This project will be advertised with prevailing wage requirements as it is paid with restricted funds
(TransNet-Local).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS, AND AUTHORIZING THE CITY CLERK TO
4 ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
2009 PAVEMENT OVERLAY. PROJECT NO. 6001-09OL.

WHEREAS, the City Council of the City of Carlsbad, California, has determined it
6
necessary, desirable, and in the public interest to rehabilitate various roadways as part of the
7
City's ongoing Pavement Management Program; and
8
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
9
equipment, transportation, and other expenses necessary or incidental to the 2009 Pavement
10
Overlay, Project No. 6001-09OL, have been prepared and are on file in the Public Works-
Engineering Department of the City of Carlsbad and are incorporated herein by reference; and
WHEREAS, sufficient funds are available in the Pavement Management Program

account number 6001 in order to complete this project; and14
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

1. That the above recitations are true and correct.17
2. That the plans, specifications, and contract documents for the 2009 Pavement18

2n Carlsbad are hereby approved.
21 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
22 publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of
23 the 2009 Pavement Overlay, Project No. 6001-09OL, in accordance with the plans, specifications,
24 and contract documents referred to herein.
