RECOMMENDED ACTION:
Adopt Resolution No. 2009-104 to appropriate funds from the City Council Contingency
Account to fund the cost of striping angle parking on a portion of Grand Avenue.
Introduce Ordinance No. CS-029 to amend the Carlsbad Municipal Code to designate angle
parking on a portion of Grand Avenue.
ITEM EXPLANATION:
A November 18, 2008 Engineering Department memorandum to the Housing and Redevelopment
Director (attached) estimated that a net increase of about 15 on-street parking spaces may be
achieved over the existing number of parallel parking spaces by converting portions of Grand Avenue
to angle parking. To provide the angle parking, one traffic lane would need to be removed at the
location of angle parking.
At the City Council workshop on February 18, 2009, Council directed staff to prepare design plans
and specifications and stripe a portion of Grand Avenue with angle parking beginning west Roosevelt
Street on the south side and continue to Hope Avenue.
When the streetscape projects were constructed years ago in downtown Carlsbad, changes were
initiated to on-street parking on Grand Avenue by converting angle parking to parallel parking. The
conversion to parallel parking was made to provide two traffic lanes in each direction on Grand
Avenue to enhance traffic flow. The attached Ordinance updates a portion of the Carlsbad Municipal
Code to clarify where angle parking on Grand Avenue will take place.
FISCAL IMPACT:
Removal of existing striping on a portion of Grand Avenue and the addition of striping to establish
angle parking is estimated to cost $8,500.
The cost to stripe angle parking on Grand Avenue is not a budgeted item and an appropriation is
requested from the City Council's Contingency Account in the amount of $8,500. Sufficient funds
currently exist in Council contingency for this request.
ENVIRONMENTAL IMPACT:
The striping of angle parking on Grand Avenue is a project that is a Class 1 categorical exemption
(minor alteration of existing structure or facility) and is, therefore, exempt from the environmental
review process under the provisions of the California Environmental Quality Act (CEQA), Section
15301(c).

Staff has completed the necessary studies to determine the feasibility of implementing
diagonal parking on Grand Avenue and Madison Avenue. A preliminary report was
provided to you verbally on November 3, 2008 and the comments from that meeting by
the Fire Marshall are incorporated herein.
Using base maps prepared and field verified by Engineering Department staff, a
preliminary layout of diagonal parking was performed for Grand Avenue between
Carlsbad Boulevard and Hope Avenue and Madison Street from Grand Avenue to
Arbuckle Place.
Due to the increased street width requirements of diagonal parking over parallel parking,
portions of Grand Avenue which feature raised medians cannot accommodate diagonal
parking. This is the case for Grand Avenue between Carlsbad Boulevard and State
Street. Grand Avenue, from State Street to Jefferson Street, could accommodate
diagonal parking on the south side only after the removal of one of the two eastbound
travel lanes. Grand Avenue, from Jefferson Street to Harding Street, could
accommodate diagonal parking on both the north and south sides of the street after the
removal of a travel lane in each direction. Diagonal parking could be accommodated on
the north side only from Harding Street to Hope Avenue with the removal of one of the
westbound travel lanes.
We found that Madison Avenue north of Grand Avenue is not wide enough to
accommodate diagonal parking on both sides of the street. In order to accommodate
diagonal parking on the west side of Madison Street where it is at its widest, parking on
the east side would have to be prohibited. This would result in a net loss of available
parking spaces and would defeat the purpose of attempting to gain additional on-street
parking spaces with diagonal parking.
Other limiting factors that would preclude diagonal parking are: existing no parking areas
(red curb, fire hydrants, etc.), driveway locations and proximity to intersections. A
diagonal parking space too close too the intersection would prevent the ability of a right-
turning vehicle to move near the curb to perform that maneuver. Consequently, longer
vehicle queues would result in the single lane on Grand Avenue. Taking into account
these factors, staff has prepared drawings to show the areas where diagonal parking
may be implemented. Please refer to the attached preliminary drawings for reference.

Assuming that an average on-street parallel parking space is 22 feet long, there are
currently 102 parking spaces available on Grand Avenue between Carlsbad Boulevard
and Hope Avenue. Implementation of diagonal parking would yield 119 spaces for a net
gain of 17 spaces (+16.7%). There are currently 25 parking spaces on Madison Street
between Grand Avenue and Arbuckle Place. Implementation of diagonal parking on the
west side would yield 22 spaces for a net loss of 3 spaces.
The above determination of the number of potential diagonal spaces was performed "on
paper". Should it be decided that diagonal parking be implemented, several potential
parking spaces would be laid out in the field. This "field fit" may result in some spaces
being eliminated near an intersection due to adverse impact on turning movements.
As mentioned previously, the implementation of diagonal parking would come at the cost
of reducing the travel lanes on Grand Avenue. This could cause operational issues due
to the reduction in vehicle capacity and result in increased delays. Emergency response
times would also be negatively impacted.
Implementation of diagonal parking on Grand Avenue and Madison Street would require
striping work including removal of existing lane striping, marked parallel parking spaces
and the painting of the new diagonal spaces. Staff has estimated the cost of this work to
be approximately $8,500 if performed by a contractor.
The impacts of implementing parallel parking do not offset the minimal increase in the
number of on-street parking spaces on Grand Avenue and on Madison Street.
Implementation of parallel parking spaces is not recommended.

Council concurred to have a "Mpifistreet" project reviewed by Council at a future date.
Mayor Lewis asked the Oflfy Manager to determine if mqds from the Federal Government
could be utilized on these projects.
At 12:25 p.m. the/Mayor called a recess. At 12:22 p.m. Council reconvened.

4. Discussion and direction regarding the feasibility of adding diagonal parking on Grand
Avenue.
Ms. Fountain gave the overview of this item. She stated that her parking study showed that
the only feasible area for diagonal parking was east of Roosevelt Street to Harding. She
noted that there was the possibility of putting in 15 spaces. Ms. Fountain stated that the traffic
would be reduced to one lane in each direction and that the cost would be $8,500 in restriping
the area. Ms. Fountain noted that other Village areas had conflicts such as: cut outs, red
curbs, and fire hydrants. City Engineer Bob Johnson reviewed a parking overlay map of the
Village Area. (This overlay is on file in the Office of the City Engineer.)

Council concurred to give staff direction to install diagonal parking east of Roosevelt Street to
Harding.
Council Member Hall proposed funding for parking spaces that are not tied to CIP funds. The
Council approved that staff return with a report on this proposal.
Council Member Packard returned to the Workshop Table at 12:42 p.m.
Council concurred to listen to item number 3 at this time.

Ms. Fountain gave the background and an update regarding the Shea property. Discussion
ensued regarding mixed use and affordable housing. Council Member Hallstcited that he
would like to seethe New Village Arts Theatre included in this project olemning. Council
Member Packard inquired as to the status of this project post June 30/2009. Ms. Fountain
noted that the AttorneyVOffice is checking on this question.
5. Discussion of Councih-efficiency and effectiveness/mcluding impact of regional
assignments with regard to contact with othejXCouncil members, decision and
policymaking, serving the commbinity and effective methods of feedback.
