RECOMMENDED ACTION:
Adopt Resolution No. 2009-116 authorizing the filing of an application for Transportation
Development Act/TransNet funding from SANDAG for the installation of audible pedestrian signals
and count-down pedestrian signals at twenty-one signalized intersections in Carlsbad.
ITEM EXPLANATION:
Each year, the SANDAG Board of Directors allocates funds under the Transportation Development
Act and the TransNet local sales tax program (TDA/TransNet funding) to support non-motorized
transportation projects in the San Diego region for bicycle and pedestrian projects. For FY 2009-10,
approximately $8 million will be available for allocation. Claims can be initiated by any city located in
San Diego County by completing and submitting the Annual Grant Application, and a Project
Evaluation Criteria Matrix. Projects submitted must be included in an adopted regional, county, city or
community plan. A resolution from the City Council authorizing staff to file an application for funding is
required as part of the application process.
Staff is requesting City Council authorization to apply for TDA/TransNet funding for a pedestrian
project that will install audible pedestrian signals and count-down pedestrian signals at twenty-one
existing signalized intersections throughout the city (see Exhibit 1). The estimated cost to purchase
and install the audible pedestrian signals and count-down pedestrian signals at the twenty-one
intersections is $150,660.
ENVIRONMENTAL IMPACT:
The application for TDA/TransNet funding does not constitute a "project" pursuant to Section 15378(b)
(4) of the California Environmental Quality Act (CEQA) and no environmental review is required. The
proposed scope of work (installation of audible pedestrian signals at twenty-one existing signalized
intersections) belongs to a class of projects that the State Secretary for Resources has found do not
have a significant impact on the environment, and are therefore categorically exempt from the
requirement for the preparation of environmental documents pursuant to Section 15301(f) - Existing
Facilities - of the state CEQA Guidelines.
FISCAL IMPACT:
There would be minor administrative costs for staff to prepare the application to request funding, and
if awarded, to administer the contract to purchase and install the pedestrian signal equipment. If
awarded by SANDAG, the $150,660 TDA/TransNet funding would completely pay for the purchase
and installation of the pedestrian signal equipment. A request for appropriation of the TDA/TransNet
funding will only occur if the project is approved by SANDAG. No other appropriation would be
required by the City Council.

CARLSBAD, CALIFORNIA, AUTHORIZING THE FILING OF AN
APPLICATION FOR TRANSPORTATION DEVELOPMENT
ACT/TRANSNET FUNDING FOR THE PURCHASE AND
INSTALLATION OF AUDIBLE PEDESTRIAN SIGNALS AND
COUNT-DOWN PEDESTRIAN SIGNALS AT TWENTY-ONE
SIGNALIZED INTERSECTIONS
WHEREAS, approximately $8 million of Transportation Development Act/TransNet
funding is available for allocation to local agencies in FY 2009-10 through SANDAG to support
non-motorized transportation projects in the San Diego region; and
WHEREAS, SANDAG has solicited applications from local agencies projects for the
construction of non-motorized transportation improvements; and
WHEREAS, the City Council has approved the City of Carlsbad Pedestrian Master Plan
which guides the future development and enhancement of pedestrian facilities within the city; and

WHEREAS, the Pedestrian Master Plan has goals, policies and strategies that will

encourage people to walk more for short trips, enhance the environment for people with
15 disabilities, children walking to school, and pedestrian safety; and
WHEREAS, staff has determined that a project to install audible pedestrian signals and
17 count-down pedestrian signal heads at twenty-one signalized intersections meets SANDAG
requirements for submittal of an application for Transportation Development Act/TransNet non-
motorized transportation funding and the goals of the Carlsbad Pedestrian Master Plan; and
WHEREAS, SANDAG requires agencies to submit a City Council Resolution authorizing
submittal of a project application.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

1. That the above recitations are true and correct.24
2. That the City Engineer is hereby authorized to apply for Transportation
Development Act/Transnet funding from SANDAG for a project to install audible
