ENG ESTABLISH A PRIMA FACIE SPEED LIMIT UPON A PORTION OF POINSETTIA LANE S& DEPT. HEAD Tf^^ CITYATTY. JjM CITY MGR. l/ftf - RECOMMENDED ACTION: Introduce Ordinance No.CS-033 to establish a 50 mile per hour prima facie speed limit upon Poinsettia Lane from Paseo del Norte to its intersection with Cassia Road. ITEM EXPLANATION: Poinsettia Lane is classified as a major arterial in the Circulation Element of the General Plan. The road is constructed with two traffic lanes in each direction separated by a landscaped, raised median, except for one short segment easterly of Aviara Parkway. The segment of Poinsettia Lane from Paseo del Norte to Cassia Road is 1.90 miles in length and has a current speed limit posting of 45 miles per hour. Critical speeds (85th percentile speeds) were found to be near or above 50 miles per hour. The critical speed is the speed at which 85% of the drivers are traveling at or below. The subject segment of Poinsettia Lane is constructed with street lights, concrete curb and gutter, and sidewalk on both sides of the roadway for the majority of its length. Bicycle lanes have been striped in both directions on the road. Seven streets intersecting Poinsettia Lane are controlled by traffic signals. Two-way traffic volumes vary from about 8,200 vehicles per day easterly of Black Rail Road to about 24,700 vehicles per day easterly of Paseo del Norte. At their meeting on March 2, 2009, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to revise the prima facie speed limit upon Poinsettia Lane. The Commission recommended by a 3-0 vote that a 50 mile per hour prima facie speed limit be established upon Poinsettia Lane from Paseo del Norte to its intersection with Cassia Road. The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic Engineer. ENVIRONMENTAL IMPACT: The installation of an official traffic control devise is a project that is a Class 1 categorical exemption (minor alteration of existing structure or facility) and is, therefore, exempt from the environmental review process under provisions of the California Environmental Quality Act (CEQA, Section 15301(c).
