CITY OF CARLSBAD - AGENDA BILL 20 19,844AB# MTG. 6/02/09 DEPT. FIN WINNING TEAMS GRANT FOR CARLSBAD HIGH SCHOOL BOYS' WATER POLO TEAM DEPT. HEAD CITY ATTY. CITY MGR. RECOMMENDED ACTION: If Council chooses to fund the request in whole or in part, Council would Adopt Resolution No. 2009-132 approving the Winning Teams Grant for the Carlsbad High School Boys' Water Polo Team. ITEM EXPLANATION: The City Council provides an opportunity for citizens and organizations to place an item on a City Council Agenda by submitting a letter to the City Manager. Lisa Cannon-Rodman, Carlsbad High School ("CHS") Water Polo Fundraising Chairperson, has submitted such a letter on behalf of the CHS Boys' Water Polo team. The letter requests grant funding under the Winning Teams Grant and is attached as Exhibit 2. On November 22, 2008, the CHS Boys' Water Polo team won its sixth consecutive San Diego County GIF Championship. To continue advancing the CHS Boys' Water Polo team, their coaches are entering the team in an international Water Polo training and tournament held in the Water Polo capital of the world: Budapest, Hungary. The trip takes place from June 24, 2009 through July 6, 2009 and will include 17 athletes, 2 coaches, a team mom, and 6 chaperones. During their trip, the CHS Boys' Water Polo team will be exposed to Olympian level training, the Hungarian people, and their culture. FISCAL IMPACT: Council Policy No. 51, attached as Exhibit 3, deals with the process for funding community activities. Under Section 5, the Winning Teams Grant provides funding to youth teams to offset the cost of travel expenses to national championship competitions. The CHS Boys' Water Polo team request is for an international training and tournament which differs from the intent of the Winning Teams Grant. However, the CHS Boys' Water Polo has asked for support under this Grant. While the request differs from the intent of the Winning Teams Grant, all eligibility requirements of the Grant have been met: • The participants are all 18 years of age or under; and • The team is an organized non-profit agency; and • The request for funding has been made prior to the date of their event; and • At least 90% of the participants in the team are residents of Carlsbad. Each athlete is participating in raising the funds required for the trip. In addition to their existing fundraising activities, the CHS Boys' Water Polo team is requesting the City Council fund half the cost to attend the international training and tournament: $1,400 per athlete for a total request of $23,800. The coaches, team mom, and chaperones will pay their own way. Council has provided grant funding under the Winning Teams Grant three times: FY 2001-02, FY 2003-04, and FY 2006-07. The average funding for the three requests was approximately $6,300. Pursuant to Council Policy No. 51, the funding level selected by Council would be appropriated from Council contingency if the request is approved. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065 and CEQA Guidelines Section 15378, this does not constitute a "project" within the meaning of CEQA and, therefore, does not require an environmental review. HISTORY was made Saturday November 22, 2008 when the Carlsbad High boy's water polo team won an unprecedented 6th consecutive title. To build a team that continues to excel is no easy undertaking. Thanks go out to Head Coach J.B. Feaster and his committed colleagues Greg Horman and Club Coach James Hamilton for their commitment and unrelenting efforts training and building over one hundred athletes in the pursuit of these championships. Thanks are also due to people like you without whom we would not be able to support the program. We write today to share with you about an exciting opportunity to bring our distinguished city, school district and water polo team to the next level. Our coaches are seeking to raise the bar next year to be one of the best teams in California. To motivate and stretch the team, the coaches seek to have the boys play against some of the top players in the world in an International Tournament in Budapest Hungary, the capital of Water Polo, from June 24th, 2009 through July 6th, 2009. There are 17 athletes attending, 2 coaches, a team mom and 6 chaperones. We have a team of 45 high school boys and support from the parents as well. In preparation for the tournament they plan to practice and scrimmage 2-3 times per day with local Hungarian water polo clubs. We will use the facility where Gold Medal winning Olympians train. In addition, we will have the opportunity to see historical sites and interact with the Hungarian people through exchanges and social events. As you might have guessed, the boys are very excited about this project and what it will mean for their future as water polo players, both next season and in college, as well as their exposure to other cultures and countries. Our boys signed letters of commitment to train rigorously throughout the school year while maintaining a high GPA. We have organized an extensive fundraising program which we have attached to this request. At the cost of $2800 per athlete, each boy is participating in raising his support. We write to you today to request our cities participation under the Winning Team Grant to offset the team's trip expenses. Your donation would be greatly appreciated as we strive to be the best in California. In closing, on behalf of the 2008 Division I GIF Boys Water Polo Team Champions, we appreciate your consideration of funding us by contributing through your granting process half of the athlete's costs $23,800. This has included the allocation of funds to agencies that provide various enrichment programs to Carlsbad residents and visitors. During the 2003-04 budget process, the City Council directed a council subcommittee to evaluate the current process and recommend changes to facilitate that process. The following policy outlines those changes. PURPOSE: To establish the process for distributing funds for community activities. POLICY: 1 . It is the policy of the City of Carlsbad to allocate funds for community activities. 2. Organizations funded under this policy may receive grants for no more than 3 years, with the exception of the Community Activity Grant. Organizations funded by the Community Activity Grant may receive grants for 3 years and then cannot apply for grant funding for a minimum of 2 years. After at least a 2 year hiatus, organizations can again apply for grant funding and receive a maximum of two additional years of grant funding. 3. Community Activity Grants a. These grants provide funding for enrichment programs for the community. b. The amount of funds to be allocated will be determined annually during the budget process. c. Once the budget is adopted interested groups will be notified of the application process. d. The application process will consist of the following: i. City application for funds ii. Public hearing before a citizen review panel iii. Recommendations submitted to City Council. \l Page 2 of2 e. The City Council will establish a review panel comprised of citizens and city staff to evaluate the applications, and make recommendations to the City Council. The review panel will be comprised of the following: One representative from each quadrant of the City, one member of the Senior Commission, the Library Board, and the Parks & Recreation Commission. f. The review panel will consider the provision of matching funds from other sources in evaluation of the applications. 4. Special Event Grants a. These grants provide city funding for Special Events in the city of cirywide interest. b. These grants can be requested any time of the year. c. The "Winning Teams Grants" are highlighted in green. To summarize, there have been three Winning Teams Grants awarded to date. I have highlighted some of their details below: 1. FY 2001-02 - $4,000 was awarded to the Carlsbad Pop Warner (AB 16,488; Res. No. 2001-383; 12/18/01). This "Winning Teams Grant" was the precursor to the Council Policy 51 amendment officially adding Winning Teams Grants. Council Policy 51 was amended on 10/14/03. 2. FY 2003-04 - $7,000 was awarded to the Carlsbad High School Wind Symphony (AB 17,562; Res. No. N/A; 3/23/04). This request did not meet the intent of the grant. They were performing at Carnegie Hall which, while an honor, was not a national competition. However, money was still awarded under the Winning Teams Grant. 3. FY 2006-07 - $7,964 was awarded to the Carlsbad Softball Association (AB 18,683; Res. No. N/A/; 8/1/06). They met the intent of the Winning Teams Grant (it was for a national Tournament held in Texas). I am not sure if they met the eligibility requirements. The AB is silent on that.
