CITY MGR.(/I/ RECOMMENDED ACTION: Adopt Resolution No. 2009-134 authorizing the Carlsbad Fire Department to apply for the San Diego Police Foundation's Grant for program costs, equipment and supplies to enhance disaster education and preparedness programs. ITEM EXPLANATION: The San Diego Police Foundation (Foundation) is requesting proposals from San Diego County fire and law enforcement agencies for the purpose of providing and enhancing disaster education and readiness programs. A grant from Qualcomm Incorporated makes the Foundation's offer possible. The Foundation's objective is to encourage the development of innovative, effective and efficient education and preparedness programs that increase citizen and business awareness of natural and manmade threats to the region. Education and readiness proposals may be new or may be enhancements to existing successful projects or programs. The Foundation is a nonprofit 501 (c) (3) organization established in 1998 whose mission is to improve human services delivered by men and women who "Protect and Serve." A total of $150,000 will be awarded to successful grant applicants. There is no minimum or maximum grant award. Funds are limited to direct project costs and may not be used for agency personnel expenses, agency vehicles or typical or standard equipment normally funded in a public safety agency's budget. Short quarterly reports are required. Proposals must be received by 5:00 pm, Monday, June 15, 2009. Implementation should be planned to begin by October 1, 2009. The Carlsbad Fire Department Grant request is for $58,723. The grant funds will be used to enhance Carlsbad's Community Emergency Response Team (CERT) program by funding: • Gardiopulmonary resuscitation (CPR)/ Automatic External Defibrillator (AED) and basic first aid training; • Federal code-compliant safety vests; • Inclement weather outerwear for CERT members; and • Fire Prevention's Home Disaster Prevention Program by purchasing: • Disaster kits for Carlsbad third graders. Carlsbad CERT must be appropriately trained and equipped to carry out its mission. Each of these items is an enhancement to the basic CERT program, described in Federal Department of Homeland Security Citizen Corps Council CERT program guidelines. These guidelines recognized CPR and basic first training as appropriate training for advanced CERT programs. Recent changes in highway safety code requirements make purchasing code- compliant vests an appropriate enhancement to non-compliant vests traditionally acquired by basic programs. Inclement weather outerwear was not an allowable equipment expense when Carlsbad CERT originally received Urban Area Security Initiative (UASI) grant start-up funding, authorized by Resolution No. 2008-108. For the Home Disaster program, basic emergency supply kit components (backpack and first aid supplies) will be distributed to third grade classes where teachers will assist students in assembling their kits while promoting disaster preparedness awareness. FISCAL IMPACT: The San Diego Police Foundation awards are one-time funds. There is no matching fund requirement. If awarded, the Police Foundation funds will be appropriated to the Fire Department Emergency Preparedness and Fire Prevention programs. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15738, this grant application does not constitute a "project" within the meaning of CEQA and therefore, does not require an environmental review. A generous grant from Qualcomm Incorporated makes this disaster preparedness education program possible. Our objective is to encourage the development of innovative, effective and efficient education and preparedness programs that will increase citizen awareness of natural and manmade threats to our region and help citizens develop personal and small business disaster plans. • A total of $150,000 will be awarded to successful applicants. • There is no minimum or maximum grant award. • Programs that demonstrate personnel and financial resources invested by the applicant and/or its collaborating partners are of special interest. • Education and readiness efforts may be new or may be enhancements of existing successful projects or programs. • Outreach education program applications must demonstrate strong delivery mechanisms and solid management. • Decisions will be based on program quality, availability of funds and other Foundation considerations. The San Diego Police Foundation (SDPF) is a nonprofit 501 (c) (3) organization that was established in 1998. Its mission is to improve human services delivered by men and women (and dogs) who "Protect and Serve." Beneficiaries are the elderly, children and anyone who lives, works or plays in the San Diego region. SDPF has provided grants and in-kind gifts totaling more than $3 million, putting much needed equipment and collaborative education programs to work in local communities. Applicants are required to follow the Proposal Guidelines included as follows. Program Participants Any San Diego county fire or law enforcement agency may participate in this grant program as a lead agency. Collaboration with other agencies, organizations, businesses, educational institutions and/or nonprofits is encouraged. We are interested in enhancing existing programs, products or projects, as well as new ideas. Programs may be provided in the workplace, schools, community locations, residences, media, etc., to expand the program's reach. Restrictions Grants will be limited to direct project costs and may not be used for agency personnel expenses. Agency vehicles, standard equipment and other items typically included in a public safety agency's budget are also not eligible. Implementation should be planned to begin by October 1, 2009. Fully describe the program, including its goals, the problem(s) addressed and the expected outcomes. 2. Describe how community safety will be enhanced through increased preparedness as a result of this program. 3. Describe the communities in San Diego County that will benefit as a result of the program. Quantitative data about applicable households, businesses and numbers of individuals who will be reached is especially important. 4. If the program or a similar program currently exists, cite results, including participant evaluation, formal evaluation, needs assessment, status reports, and other reports and/or indicators describing the program's measured impact. 5. The City of Carlsbad appreciates the San Diego Police Foundation's and Qualcomm's commitment to disaster education and readiness programs and welcomes this opportunity to apply for assistance to enhance existing programs. The Carlsbad Fire Department is committed to providing residents, businesses and visitors a secure and safe environment in which to live and conduct business. The City seeks to strengthen this commitment to community disaster education and readiness through enhancements to two specific Fire Department programs: Emergency Preparedness' Community Emergency Response Team (CERT) Program and Fire Prevention's Home Disaster Preparedness Program. CERT Program SECTION B: The goal of CERT programs is to enhance public safety and community preparedness by training city volunteers to help their neighbors during emergencies. The Federal Emergency Management Agency (FEMA) Citizen Corps Program identifies CERT program requirements and guidelines, and distinguishes between basic and advanced CERT training. The City of Carlsbad implemented its first CERT program in June 2008. Carlsbad's program currently meets basic CERT training requirements established by FEMA. The City of Carlsbad desires to enhance the capability of its program and offer advanced CERT training. These enhancements will benefit community safety by increasing volunteer skills levels and properly equipping them to safely operate in all-weather conditions. Desired program enhancements include: 1) Automatic External Defibrillator (AED) and cardiopulmonary resuscitation (CPR) training for all team members. 2) Replacing the basic CERT vest with one that meets new federal safety regulation (23 CFR 634): Use of High-Visibility Apparel When Working on Federal-Aid Highways. 3) Providing CERT-stenciled outerwear to protect members during inclement weather and nighttime operations. Advanced training and equipment will directly benefit 75 Carlsbad CERT volunteers and potentially benefit 103,000 Carlsbad residents. The Carlsbad CERT Program Manager is a member of the San Diego Regional CERT Council and lessons learned from these enhancements will be shared with representatives from the 28 member teams which support most county communities. The training would also qualify CERT volunteers to staff a first aid and public health public outreach (West Nile Virus) booth at a very popular city-sponsored event, TGIF Jazz in the Parks. This weekly event is held evenings during the summer months, a period of heightened mosquito activity. Each event typically draws over 4000 participants. Without CPR/AED training, CERT volunteers cannot provide this combined service for the community. While Carlsbad CERT members are currently issued a basic, commonly-issued CERT vest, these "standard" vests do not meet new federal guidelines for reflective vests ((23 CFR 634): Use of High- Page 2 of 5 Visibility Apparel When Working on Federal-Aid Highways.) Regulation vests are required for workers near the federal supported transportation routes that cross Carlsbad. The City of Carlsbad desires to replace previously issued CERT vests in order to safely permit incident response support along roadways and to safely support scheduled activities, such as the Carlsbad Marathon. CERT neighbor-helping-neighbor support during emergency incidents can occur at any time, during any weather. Carlsbad desires to provide CERT volunteers with stenciled outerwear (all-weather jacket/ball cap) to protect them from inclement weather and identify them as CERT member to residents and first responders. Such outerwear is not part of the basic CERT equipment package. Outerwear will enhance CERT volunteer health and safety as they serve the community. In its first year, Carlsbad's CERT has participated in more than a dozen community outreach and training activities totaling over 2,000 hours of volunteer service. Activities included: Community Business Preparedness Workshop, City of Carlsbad Health Fair, Chamber of Commerce Business Expo, Red Cross Shelter Training, Special Needs Community Planning, Governor's Emergency Preparedness Visit, Fire Department Open House and Badge Ceremony, County-wide Earthquake Exercise, Boys and Girls Club Emergency Plan Development, Carlsbad Marathon Pedestrian Safety, Del Mar Fair Care and Shelter Exercise and two Carlsbad Village Fairs. Village Fairs typically draw crowds nearing 100,000 visitors. During the May 2009 Faire CERT distributed H1N1 flu information and hand sanitizer to approximately 8,000 visitors. Carlsbad's CERT program receives much interest from Carlsbad residents. Applications to participate far exceed available training slots. CERT participants have submitted very favorable program evaluation forms. A first year program report is being presented to the City Manager and leadership team on May 27th. Carlsbad City Council members have personally met each CERT volunteer. The Governor thanked two Carlsbad CERT members for their service. For FY 2009-10, the basic CERT program will be sustained by City of Carlsbad general funds administered through the Emergency Preparedness program. No funds have been allocated for advanced training or enhancements. SECTION C: Prior line item budget (FY 2008-09): 0012240-97091 for $10,000 (50 CERT volunteers provided backpack and safety equipment totaling nearly $200/volunteer.) Carlsbad received $10, 000 in Department of Homeland Security Urban Area Security Initiative (UASI) funds. These funds are only available for program startup and are not available to sustain programs. Current line item budget (FY 2009-10): Account Number 0012240-97091 for $10,000 (50 CERT volunteers are planned to be provided a backpack and safety equipment totaling nearly $200/volunteer.) Proposed line item budget enhancement: • CPR/AED and First Aid Training for 75 CERT volunteers at $50 each = $3750.00 • 23 CFR 634 Compliant CERT Vests - 75 Vests at $45 each = $3375.00 • CERT Baseball Caps - 75 Caps at $25.00 each = $625.00 • CERT Jacket (ANSI 207 compliant)-75 Jackets at $150 =$11250.00 Page 3 of 5 Subtotal: = $19,000.00 Tax (8.75%) = $1662.50 Total cost: = $20,662.50 Vests, Jackets, and Caps will be purchased after grant approval and distributed to CERT members as they are received from the vendors and after the CERT volunteers have completed the City's CERT Academy. As of May 2009, 50 volunteers are CERT trained with 25 additional CERT volunteers scheduled to complete training in August 2009. Three to four appropriately-sized CPR/AED and first aid class will be scheduled to train the 75 CERT members. The class will be taught by an outside agency such as Project Heartbeat, the American Heart Association or similar vendor. Classes will be scheduled after grant award and be completed before September 30, 2009. Home Disaster Preparedness Program SECTION B: The goal of the proposed "Home Disaster Preparedness Program" is to educate households on disaster preparedness techniques that will involve all family members. This program will culminate in each household preparing a personalized home emergency preparedness kit and disaster preparedness plan unique and appropriate to their specific needs. The Carlsbad Fire Department will send on-duty personnel to participate in school assemblies throughout the 2009/2010 school year. Basic emergency supply kit components will be distributed to third grade classes where teachers will assist students in assembling their kits. A homework assignment will be sent home with each student and will involve sharing disaster preparedness information with family members and/or caregivers. Part of the assignment will be to prepare one kit for the household. A signed completion sheet and program evaluation will be returned to each teacher in order for the student to receive credit for participating in the program. The student will receive a certificate of completion and an incentive prize from the Carlsbad Fire Department. The purpose of this program is to disseminate information and to provide the opportunity to take a proactive role in emergency situations when emergency services may not be readily available. Community safety will be enhanced as citizens become familiar and comfortable in dealing with emergency situations. Better preparation at home has the potential to allow for assistance and outreach to friends and neighbors. The community of Carlsbad will be directly affected by this program. The program is tailored for the families of third graders that attend both public and private schools located within the city of Carlsbad. Indirectly the program could affect friends, families and neighbors of participants as home disaster preparedness kits are prepared. There are approximately 2000 third graders in both private and public schools within the Carlsbad city limits. No Home Disaster Preparedness Program currently exists in Carlsbad. Page 4 of 5 I"? Program's success will be partially determined through surveys returned by each student. Full measurement of program effectiveness would require a survey be completed after a disaster has occurred. The Carlsbad Fire Department will be the primary agency of involvement. Sustainability plans and responsibility will rest with the individual households. SECTION C: There are no prior or current budget line items for this program. The Carlsbad Fire Department plans to implement this at the beginning of the 2009/2010 school year, in September 2009. At the beginning of the school year, a meeting with each school principal will be scheduled and a program will be delivered in conjunction with a pre-scheduled assembly. The schools will be divided into three groups. The first group will be completed by winter break and the last two will be completed by the end of the school year (2010). SECTION D: The Carlsbad Fire Department has successfully conducted emergency preparedness public outreach for many years. Past public outreach has included its annual Fire Department Open House, and Promotion and Badge Ceremonies. It participates in numerous community special events throughout the year. One of the more successful public safety campaigns is the Water Watcher program which promotes direct adult supervision of small children in pools and at the beach. Page 5 of 5 IK
